Two reports of election violations in one section were submitted to the OIC – Pleven – Pleven press

REGARDING: Report to the Pleven District Prosecutor’s Office by the Pleven Municipal Election Commission

During the course of the election day on 05.11.2023, SIK – 152400133, twice reported to the Municipal Election Commission for violations of the Election Code, as follows:

The first report was filed at 07:12 by the Chairman of the SIK – Dimitar Ignatov Ivanov, that Georg Leonidov Spartanski, nominated by the Initiative Committee as an independent candidate for Mayor of Pleven Municipality, entered the section and prevented the opening of the commission’s work at the beginning of election day. He claimed that there were irregularities in the documentation and did not allow the voters to the premises. With these actions, the sectional commission managed, after the intervention of a team of the Municipal Election Commission and a police officer, to open the election day only at 08:30.

The second signal was received by a member of the same SIC No. 152400133 – Magdalena Voikova at 09:29 a.m. that four representatives of Georg Leonidov Spartanski, who was nominated by the Initiative Committee as an independent candidate for Mayor of Pleven Municipality, obstructed the holding of the elections with their actions. They behaved arrogantly with the commission, they pulled the voter list and the cob with the paper ballots. They refused to leave the section after repeated invitations from the members of the commission and did not give the voters the opportunity to exercise their right to vote at that time of the day. After they found out that a team from the Municipal Election Commission was going to check, they left the section and the work of the SEC continued.

The Municipal Election Commission, having discussed the data from the checks carried out during the elections for municipal councilors and mayors in the second round on 05.11.2023, accepts that they possibly contain data about a crime committed under Art. 167 of the Criminal Code.

In view of the above and on the basis of Art. 87, paragraph 1, item 1 of the Election Code, Municipal Election Commission – Pleven,

RESOLVE:

To notify the District Prosecutor’s Office – Pleven of the results of the two checks carried out on the signals of the Chairman and members of the SIK No. 152400133, located in the city of Pleven, “Pierre Curie” No. 2 in the “Heart and Brain” MBAL, to order an immediate check of the exported facts and circumstances and in case it is found that the composition of art. 167 et seq. of the Criminal Code, to initiate criminal proceedings.
