The Ministry of Justice (MoJ) subscribes to the Ukrainian peace formula proposed by the President of Ukraine Volodymyr Zelensky as part of efforts to end the war and achieve peace. This was announced by the Minister of Justice Atanas Slavov at a forum with the participation of representatives of the diplomatic missions in Bulgaria. Information about his speech was distributed by the press center of the MP. The institution supports point 7 of the formula, which concerns the restoration of justice.
“Bulgaria supports international initiatives aimed at resolving the military conflict and providing justice. We also support the creation of an international tribunal to investigate crimes against humanity and war crimes in Ukraine, as well as the International Center for the Prosecution of the Crime of Aggression,” commented Slavov. He noted that Bulgaria is one of the countries that joined the register of damage from Russia’s war in Ukraine, initiated by the Council of Europe.
The Minister of Justice also said that there are currently a large number of Ukrainians living in our country who are fleeing the war and the Russian occupation. He also stated that the Bulgarian prosecutor’s office can initiate a criminal investigation and to join forces with European magistrates to gather evidence to be used in future international cases.

“What we have not done yet, but it is my special commitment, is the investigation according to the so-called universal jurisdiction of the Bulgarian criminal law system of crimes against humanity and crimes of aggression,” Slavov pointed out, adding that he initiated talks with i.f. chief prosecutor Borislav Sarafov to initiate such investigationsas they have started in various European countries.
Atanas Slavov also noted that the Ministry of Justice is working on a bill for changes to the Criminal Code, in which the specific crime of “aggression” will be recorded as a composition. The project is expected to be presented for discussion in the coming months.
The Minister of Justice plans to visit Ukraine in the coming months as part of plans to strengthen relations between the two countries in the field of justice. The aim is to improve the exchange of experience on topics such as judicial reform, reforms of institutions to effectively counter corruption and guarantee the independence of the court.
