The regulation of Trolleybus transport is being changed because of passengers’ hand luggage – Zov News

The municipal councilors in Vratsa will vote on an amendment to the Ordinance on the carriage of passengers and conditions for travel with vehicles owned by “Trolleybus Transport – Vratsa” EOOD on the territory of the municipality of Vratsa. The change is related to the size of passengers’ hand luggage. The draft decision was submitted by municipal councilors from the SDS Irina Ivanova and Rumen Petkov. Here’s what the proposal says:

By Decision No. 278/30.10.2012 of the Municipal Council – Vratsa, an Ordinance was adopted for passenger transportation and conditions for traveling with vehicles owned by “Trolleybus Transport – Vratsa” EOOD on the territory of the municipality of Vratsa, which was subsequently amended. and add. with Decision No. 501 under Protocol No. 36/27.06.2017 of the Municipal Council – Vratsa, change and add. with Decision No. 639 under Protocol No. 43/28.11.2017 of the Municipal Council – Vratsa.

With the same Ordinance, a regulation was created regarding the requirements placed on passengers and the carrier “Trolleybus Transport – Vratsa” EOOD on the territory of the municipality of Vratsa, including for the transfer of hand luggage.

According to Art. 8 of the Ordinance, a passenger with a regular transport document has the right to transport free of charge hand luggage of the size of the bag in centimeters to 60/40/40.

After numerous reports from citizens, it was found that this provision is currently being interpreted controversially by citizens and examiners due to the use of shopping bags mounted on a carrying device with wheels and a handle, which did not exist on the market when the Ordinance was adopted and this regulation was created in 2012. And although the text explicitly to indicate that only the bag is measured, then due to the fact that the inspectors also measure the facility on which it is placed to facilitate carrying by riding the wheels, it is necessary to clarify the created regulation with a change in the Ordinance.

In this regard, we propose an amendment to Art. 8, para. 1 of the Ordinance on the carriage of passengers and conditions for traveling by vehicles owned by “Trolleybus Transport – Vratsa” EOOD on the territory of the municipality of Vratsa with the attached Draft Ordinance on Amendments and Supplements to the Ordinance on the Carriage of Passengers and Conditions for traveling with vehicles owned by “Trolleybus Transport – Vratsa” EOOD on the territory of the municipality of Vratsa.

No additional financial or other funds are required in the budget of the Municipality of Vratsa for the implementation of the amendment to the Ordinance.

In view of the requirement of Art. 28, para. 2 of the Law on normative acts, I should point out that the project is in accordance with the European Charter for Local Self-Government, the directives of the European Community related to this matter and do not contradict norms of a higher hierarchy and European legislation.
