The official governments in the history of Bulgaria. Reference shows that Prime Minister Dimitar Glavchev will be the second acting Prime Minister and acting Minister of Foreign Affairs at the same time in the recent political history of Bulgaria.

► Here is when and what kind of caretaker governments there were in Bulgaria:

In the first in general in the history of our country caretaker government – this with Prime Minister Reneta Injova /ruled from October 17, 1994 to January 25, 1995/, the post of Prime Minister is not combined with that of the acting Minister of Foreign Affairs. Then the completely non-partisan Ivan Stanchov holds the post for the duration of the office.

In the second caretaker government – of Stefan Sofianski, who ruled from February 12, 1997 to May 21, 1997, the prime minister and the minister of foreign affairs are also different. Then acting foreign minister was Stoyan Stalev, also non-partisan.

In the third official government under the guidance of Marin Raikov, appointed after the resignation of the “Borisov” cabinet in response to the anti-monopoly protests in the country and after the failed 3 attempts to form a government, the practice of combining the post of acting prime minister and acting minister of foreign affairs was introduced. In the office of “Raikov”, who ruled the country from March 13, 2013 to May 29, 2013, Marin Raykov was also appointed as Minister of Foreign Affairs.

The caretaker government of Georgi Bliznashki follows, where the practice of the prime minister also being the foreign minister, has been discontinued. Bliznashki’s cabinet ruled from August 6, 2014 to November 7, 2014, where Daniel Mitov, then from the “Bulgaria of the Citizens Movement”, was appointed acting foreign minister.

The government of Ognyan Gerdzhikov is the ninety-fifth government of the Republic of Bulgaria, and the fifth official in the history of our country. It was appointed on January 27, 2017 by President Rumen Radev, and ruled until May 4, 2017. Its Foreign Minister is Radi Naydenov.

Stefan Yanev’s first official government is also the sixth office. It was appointed by President Rumen Radev and operates from May 12 to September 16, 2021, and on September 14, 2021, it became the longest serving government in Bulgarian history, surpassing the duration of that of Bishop Kliment in 1879-1880. In it, the prime minister is also not the minister of foreign affairs – the non-party Svetlan Stoev has been appointed to the post in the Ministry of Foreign Affairs.

In Stefan Yanev’s second office Svetlan Stoev has been appointed again as acting foreign minister. Yanev’s second caretaker government operates from September 16, 2021 to December 13, 2021, appointed by President Rumen Radev.

The first official government of Galab Donev is the 100th government of the Republic of Bulgaria and the eighth caretaker government since 1990. It was appointed on August 2, 2022 by decree No. 215 of President Rumen Radev and is the longest-serving caretaker government (185 days). On February 3, 2023, it was dissolved by the president. In it, the post of acting Minister of Foreign Affairs is held by Nikolay Milkov.

Milkov continues his work at the head of the Ministry of Foreign Affairs and in the second official government of Galab Donev (and ninth official in the recent history of the country). It rules from February 3, 2023 to June 6, 2023.

Thus, in the 10th official government in the history of the country – of Dimitar Glavchevappointed by President Rumen Radev, the caretaker prime minister will also hold the position of foreign minister.

Otherwise, in world history – not in official, but in regular offices, in only three countries in the world – Fiji, Samoa and Qatarthe post of premiere and that of the foreign ministerse taken by the same person.
