On Friday, the NINKN sent a second opinion for the past week to the Plovdiv Municipality, in which it again stated that the metal fence on Nebet Tepe is inadmissible and has not been agreed with the Institute and the Ministry of Culture. From there they explained that the municipality did not ask for instructions and they were against the transfer of responsibility. The two institutions are categorical that there is no change in their positions.
In front of Radio Plovdiv, the director of the National Institute of Public Health, Arch. Petar Petrov stated that the fence should be removed because it is not included in the project, and because the poured concrete damages the archeology underneath it. His advice is that the municipality of Plovdiv should invite internal and external experts to prepare a plan for dismantling the fence. He expressed bewilderment as to how the designers and construction supervision allowed its construction in the situation that it does not appear in the project, on which architect Petrov personally wrote 6 pages of remarks already in 2022. One of the recommendations was to build video surveillance on the hill.
In March, the director of NINKN was on Nebet tepe and again stated to representatives of the local government and the contractor company that the metal fence has no place on the tepe. “It’s out of character with the environment, it’s not coordinated, one half of the hill has a fence, the other doesn’t. It’s unnecessary in the areas where it’s placed, as it duplicates some of the other tall walls on the Old Town properties. It’s not intentional! It’s just thinking in some schematic way on the object. If there was even the slightest possibility that it would stay, I would give a recommendation in that direction,” he emphasized.
Petrov said that he also met with the mayor, Kostadin Dimitrov, who was worried about the findings of the NINKN and MK because, on the one hand, the project is being delayed, and on the other, OP “Growing Regions” may impose a financial sanction on the municipality. The problems that the municipality of Plovdiv is now facing are not insignificant to anyone, but the only way out is the appointment of experts to indicate how to act from now on, because there are many aspects – financial, legal and aesthetic, reiterated Arch. Petrov. He also stated that the MK Inspectorate can stop the project, although it has not done so at the moment, but added that there is no divergence in the positions of the two institutions.
According to him, the fence of the Ancient Theater was placed because it functions as a theater, and Nebet Tepe is a natural landmark with architectural elements.
Mayor Kostadin Dimitrov is expected to decide on the fence this week.
