The son-in-law of Kalin Stoyanov turned out to be a racketeer from the National Revenue Agency

A fake tax inspector extorted a merchant into paying him BGN 600 in order not to write him a deed. The case was revealed by the police and even reached DANS. Three years later, there is no resolution. However, there are doubts about the umbrella of power. Because the fake inspector Georgi Shurelov is the son-in-law of the current interior minister Kalin Stoyanov. And the minister appears to him shurey according to the directory of Bulgarian family ties.

On August 5, 2021, a tax inspector from Burgas inspected a pasta seller in Sozopol. He said that an irregularity was found in the daily turnover and he had to seal the kiosk. But offered for a sum of money to enter false data into the protocol and let it work. The owner of the pastry shop paid BGN 600, but became suspicious and filed a report with the police – it is written in the summary of the OD-MIA Burgas for August 10.

It turned out that the “taxman” was not an employee of the National Revenue Agency, but used the uniform and badge of a tax inspector. Just like the character of Todor Kolev in the movie “Dangerous Charm”, as noted by colleagues from the Flagman site, who first wrote about the case. And in the police accident report it says verbatim:

Numerous operative-search actions were carried out, as a result of which one of the two men who misled the owner of the pavilion was found – this is a 45-year-old bourgeois, in whose apartment, located in bl. 93 in the residential area «Miladino brothers» were found and seized: part of his clothing during the commission of the act, empty plastic badges, photographs of different sizes, as well as a computer configuration. Of those used by the burgazlia l.a. “Volkswagen Golf”, with Burgas registration, many blank forms from NRA protocols were seized. The work on the case continues by employees of the District Administration – Sozopol.

The 45-year-old citizen in question is Georgi Shurelov. He is former brother-in-law of Interior Minister Kalin Stoyanov. Shurelov was married to his sister Galina Georgieva Stoyanova.

Georgi Shurelov was also a police officer like his brother-in-law Kalin Stoyanov, but he left the system for unclear reasons. Then he went abroad to Great Britain. He returned to Bulgaria and started working at the National National Agency for National Statistics. He leaves the agency, but keeps his uniform, badges, forms and connections with colleagues.

Scheme investigated by DANS

The injured owner of a pastry shop, Ismail Boshnakov, told BIRD and Bivol that this was not the first visit for the purpose of racketeering.

“The pavilion was not opened. This gentleman asked for a patty, I gave it to him. Then he said I didn’t give him a receipt. So how do I give it to him when it’s closed? He asked for BGN 600 not to fine me, because the fine was more,” says the owner.

The second visit was during working hours on August 5, 2021. Then the supposed tax man was not satisfied with a pie, but made a detailed check and found a discrepancy of BGN 160 in the cash register. Offered to settle the matter for a bribe of BGN 600. But Boshnakov reported to the police and Shurelov was arrested.

“He was crying at the eye rate. He was passing out. They poured water on him” – this is how Ismail Boshnakov describes the confrontation with Shurelov at the police in Sozopol.

His next interrogation was at the police in Burgas, and a few months later he received a call from DANS and sent a car to bring him from Sozopol to Sofia to testify before the anti-corruption agency.

“They also took me to a judge. That was the spring of 2022. I said there what I said in Burgas. Since then, nothing has happened,” he recalled.

In the end, Ismailov never saw the return of the 600 BGN racket.

Prosecutor’s Office: The case is closed

According to the report of the Ministry of the Interior, it is a serious crime under the Criminal Code. The qualification is according to Art. 210 para. 1 of the Criminal Code “For fraud, the punishment is imprisonment from one to eight years: if the perpetrator presented himself as an official or as a person acting on the authority’s behalf”.

However, there is no evidence that a restraining order was requested against Georgi Shurelov after his police arrest. This is extremely strange in view of the serious criminal activity in which he is involved. BIRD and Bivol sent inquiries to the District Prosecutor’s Office – Burgas, the District Prosecutor’s Office – Burgas and to the NRA.

So far, we have only received an answer from the District Prosecutor’s Office – Burgas, which forwarded our inquiry on jurisdiction to the District Prosecutor’s Office – Burgas. The answer states that our questions are related to DP 167/2021 of the RU of the city of Sozopol and serial number 1764/2021 according to the inventory of the District Prosecutor’s Office – Burgas.

After a conversation with District Prosecutor Georgi Chinev, it became clear that the case at the District Prosecutor’s Office was suspended on 04/05/2023.

A Napaji racketeering organized crime group?

The fact that Georgi Shurelov escaped prosecution can probably be explained by his past as a police officer. He had several years of experience in the Ministry of the Interior before starting work at the National Revenue Agency. It is not clear why he left the revenue agency, but it is clear that he continued to use NRA credentials for private business.

It is even more disturbing that, according to operational information, during the action against the bakery in Sozopol, he was not alone, but was accompanied by an active NRA employee. His name is Georgi Stoyanov from the Fiscal Control at the National Revenue Agency.

All this, as well as the intervention of DANS, points to a serious and well-organized scheme for racketeering over businesses by current and former employees of the NRA.

The family relationship of Georgi Shurelov with Kalin Stoyanov – senior chief in the Ministry of Internal Affairsaggravates the suspicions that an umbrella has been implemented over the years over the scheme.
