M armed men in bulletproof vests and armed with assault rifles entered Shumen University today. The spectacular action is a planned anti-terrorist exercise on the territory of building three of the higher education institution.
The purpose of the practical training is to prepare the police force for a quick and adequate reaction in the event of crisis and tense situations, said before the training the director of the Regional Directorate (OD) of the Ministry of Internal Affairs in Shumen, Senior Commissioner Georgi Gendov.
Toyo thanked the management of the university for the opportunity to hold today’s lesson and specified that it mainly involved teams of the Directorate of the Ministry of Internal Affairs in Shumen, as well as the Regional Directorate “Fire Safety and Protection of the Population”, the Center for Emergency Medical Assistance and The Bulgarian Red Cross.
“Professional training is a process that must be continuously improved. That is the purpose of today’s lesson. The main task is to carry out adequate actions on the ground. Also of great importance is the good coordination between the structural units and the interaction with all other structures that have functions and tasks when a similar situation occurs.
In addition to these structures, more than 60 extras will participate in the field, who have undergone training and instruction on safe behavior during the entire event,” noted Gendov.
“The subject of the training is an active shooter. This would be a perpetrator who would enter the building and open fire on the citizens inside. His motives for his actions will be clarified. In all likelihood, he will barricade himself in one of the rooms, along with other detainees trapped with him.
We will conduct tactical negotiations to get him safely out of the building. If there are casualties, they will also be taken out in order to minimize the damage as much as possible,” Gendov said in advance.
According to him, it is important to carry out good tactical actions, both in locating, detaining and removing the perpetrator, as well as a thorough inspection of the building, in order to search for other persons who participate and assist the perpetrator, including for items and objects that can to endanger the health and life of citizens who are in the building and in the area.
After the exercise is over, we will evaluate the whole situation of our actions, whether we made mistakes and above all – we will bring out good practices that will serve us in the future in the preparation of our police work, added the director of the Regional Directorate of the Ministry of Internal Affairs in Shumen.
