Does the construction of a new daycare center in “Trakia” stop?

Councilor from “United for Plovdiv” Konstantin Georgiev asks the mayor Kostadin Dimitrov if he is really stopping the construction of a new daycare center in the Trakia area and how much money the MES will lose Plovdiv due to some civil grievances.

Here is the full question that has been entered for tomorrow’s City Council session:

The problem with nurseries in Plovdiv is getting worse every day. From the last ranking in March, out of 711 children who applied for nursery school, only 49 were accepted. This means that more than 650 parents cannot start work because they have nowhere to leave their children.

Citizens from the “Trakia” district came to my reception as a municipal councilor, expressing their dissatisfaction with the possible suspension of the nursery school project up to blocks 41, 42, 43.

According to information from the media, 409 people have signed against the construction of nurseries in UPI – I 56784.540.486. The crèches themselves should be for 200 places, just as much as the shortage in the Trakia region.

The Municipality of Plovdiv was able to attract funding from the Ministry of Education and Culture for the construction of the crèche, the amount being BGN 4.5 million. This is also the project that needs the least self-participation of own budget funds out of the 7 winning projects – only 1.5 million BGN.

As can be seen from the documents for the specific property, as early as 1977, before the residential blocks were built, the property was designated for “Children’s Complex”. It was never intended for anything other than a nursery.

According to information in the media, we see that the Municipality of Plovdiv may abandon this project, due to the request to preserve the “greenery” in the property, designated for a nursery or a garden.

It is also clear from the media, in a comprehensive material, at the request of citizens, that the green spaces in the zone were precisely defined as necessary when the plans were adopted in 1977. None of them have changed their purpose since then until today. Rather, the problem that has been observed for at least 12 years, the time when you were also the regional mayor of the Trakia region, is the non-socialization, non-maintenance and non-development of the green system in the designated spaces. For years, including in your administration, private cars have been allowed to occupy spaces designated as green spaces.

In view of the above, I ask the following questions:

1. Are there funds in the budget and what are your plans so that the green areas in the area are transferred as defined by the 1977 plans?
2. On what grounds did you state to the signatories that the crèche specified in the town planning plans will not be built in UPI I – Children’s Combine, Quarter 6, approved by Order No. 1343/29.08.1977?
3. Will the budget of the Municipality of Plovdiv suffer financial losses from the non-utilization of the funds allocated by the Ministry of Education and Culture?
4. Is the public interest in line with the request of residents in the neighboring blocks and the needs of the people of Plovdiv? It can be seen from the subscription – 409 people participated in it. At the same time, with 200 places opened, this means that in 5 years, 1,000 children will pass through the nursery, and in 10 years – 2,000. Either directly or indirectly, the decision not to build a crèche will negatively affect between 2,000 and 5,000 Plovdiv residents.
