House manager: How can “Toplofikatsia – Ruse” ignore an accident that destroys private property?!

A house manager of a residential building in Ruse appeals to “Heating – Ruse” JSC and the mayor Pencho Milkov with a complaint about an accident and an unresolved problem with the sewage system

Jean Kulev, house manager on building on “Georgi S. Rakovski” street, 9 c ruseaddressed a letter to “Heating – ruseAD and the mayor of the city Pencho Milkovto signal for an accident and an unsolved sewage problem.

In his letter, Mr. Kulev describes how from April 18, 2024, after an accident of the heating system, hot water starts leaking, which leads to flooding of the ground floor of the building. The residents were forced to install a funnel to take the water to a pool they bought themselves, as well as a pump to pump the water into the sewer.

Mr. Kulev expresses dissatisfaction with the lack of reaction from “Toplofikatsia – ruseAD and asks a number of rhetorical questions related to the company’s responsibility for an accidentand the damage caused.

In addition, Mr. Kulev also addresses the mayor Pencho Milkovto refer him to the problem of sewage and rainwater drainage that floods the building after every heavy rain.

Mr. Kulev emphasizes that the residents of 9 Georgi S. Rakovski Street are not satisfied with the verbal promises for repairs and insist on the immediate removal of an accidentso, removing the leak and repairing the pipes.

In his letter, Mr. Kulev expresses hope that the problems will be solved as soon as possible.

This is another case in which residents of ruse complain about sewage problems.

COMPLAINT

Dear Mr. Zhelev and Dear Mr. Milkov

I am contacting you once again with a problem in the residential building at 9 “Georgi S. Rakovski” Street, whose ground floor rooms continue to flood as a result of the incoming heating pipes. We have reported the problem repeatedly to various institutions. From April 18, 2024, as a result of a heating system accident, hot water began to leak, leading to flooding. Meanwhile, the ground floor rooms continue to fill with water. We were forced to install a funnel to drain the water into the swimming pool purchased by the residents of the block (literally) so that the foundations of the building would not soak through. Additionally, a pump was purchased to drain the water into the sewer. During the prevention of electrical energy in the area on April 22, 2024, residents on duty were draining the “facility”, skipping their personal commitments.

It is in order to ask a few rhetorical questions:

– In the 21st century, in a European country, how can a private company like “Toplofikatsia – Ruse” AD not react immediately to a signaled accident, with the clear awareness that it is destroying private property?!

– How can “Toplofikatsia – Ruse” JSC be indifferent to such accidents and losses, which I am sure are charged to the accounts of the subscribers of this already expensive but unreliable service?!

– Who will pay for the expenses incurred on the purchase of equipment for drainage of the ground parts?!

– Who will pay for the residents’ time and missed personal commitments during the drainage on April 22, 2024?!

– We also turn to Mr. Pencho Milkov, who has been repeatedly referred to the problem of sewage and rainwater drainage, which floods the building even after every heavy rain. Committees were set up, responsibilities were transferred to institutions, all by employees paid by the taxes of Russians, and the problem remains! Who is the responsible institution in this city and why aren’t the employees, led by Mr. Milkov, doing their job to solve the citizens’ problems?!

The residents of 9 Georgi S. Rakovski Street do not wish to be verbally given deadlines “maybe the end of the month” and “maybe they will get better together with the other accident”.

We demand immediate repair of the accident, removal of the leak and repair of the pipes entering our private property!
