The municipal council in Silistra approved a new administration structure

The municipal council in Silistra at its meeting today with 19 votes “For”, 2 “Against” and 11 “Abstentions” accepted the offer of Mayor Alexander Sabanov for a new structure of the municipal administration.

The changes are aimed at optimizing work processes, increasing the efficiency of the administration’s work and reducing staff costs provided by local revenues.

The main points in the new structure are:

• Reduction of the number of management personnel from 22 to 17.
• Reduction of the number of directorates from 6 to 5.
• Reduction of the number of departments from 13 to 9.
• Creation of the Unit “Organizational-technical and administrative service of a municipal council” from 2 units.
• Transfer of the “Legal” Directorate, “Accounting and Control” Department, “European Projects and Programs” Department, Chief Architect and “Internal Audit” Unit to the direct subordination of the mayor of the municipality.
• Change in the structure of the Directorates “Finance”, “Economy”, “Territory Planning and Municipal Property” and “Humanitarian Activities”.
• Reduction of the staff of “Ensemble Dobrudja” from 3.5 to 2 and reduction of the number of personnel in the activity “Other economic activities”.
• Restructuring of the “Inspector” Department into the “Inspector and Protection of Municipal Property” Department.

The purpose of the proposed changes is to:

• Improving the coordination between the different units of the administration.
• More efficient use of the budget resource.
• Optimization of structures for individual activities.
• Reduction of personnel costs.

It is expected that the new structure of the municipal administration will contribute to more efficient management of the municipality and better service to the citizens.
