A cyclist was fined in Varna. He was fined 30 BGN for driving a bicycle in areas designated for pedestrian traffic.

The fine imposed yesterday on the man from Varna became clear from the publication of a photo of the slip on the Internet, Varna24.bg reported. It says that it is not subject to appeal.

The punishment is according to Art. 81. of the Road Traffic Act. It is explicitly written in it that: (Supplement – SG No. 60 of 2020, in force from 07.07.2020) The driver of a two-wheeled road vehicle, with the exception of an individual electric vehicle, is prohibited from:

1. to move parallel to another two-wheeled road vehicle;

2. to drive the vehicle without holding the steering wheel with his hand, as well as to release the pedals with which he controls the vehicle;

3. to move in the immediate vicinity of another road vehicle or hold on to it;

4. to transport, tow or push objects that interfere with the driving of the vehicle or create danger for other road users;

5. to drive a vehicle on the areas intended only for pedestrians; this ban does not apply to cyclists under the age of 12.

The Law also explicitly mentions that every bicycle must have in working order:

1. brakes;

2. bell and no other sound signal;

3. a device for emitting a white or yellow clearly distinguishable light from the front and a red reflector from the back; the placement of a red light emitting device at the rear is permitted;

4. white or yellow reflectors or reflectors on the sides of the wheels.

Unlike some countries that are members of the European Union, in Bulgaria crossing a pedestrian path at an intersection is done only by the cyclist getting off the bike and pushing it.

Today, in addition to cyclists, the sanctions will also be tightened for drivers of electric scooters. This is expected to happen at a meeting of the Municipal Council in Varna. We remind you that at the end of February, new rules and sanctions related to electric scooters were adopted. This happened after a vote in the transport committee of the Municipal Council – Varna. The changes are part of the Ordinance on organization of traffic on the territory of the municipality and were introduced by the GERB group in the local parliament.

They foresee a speed limit for electric vehicles up to 25 km/h. Drivers will not have the right to drive them on sidewalks, in parks, gardens, squares, playgrounds, as well as areas intended only for pedestrians, except for the designated places. Scooters will only be able to be pushed, because the permitted speed will be up to 5 km/h. In case of violation, the prescribed fine is BGN 50.

The financial penalty is the same for improper parking. The changes in the regulation provide for a ban on parking in parks, gardens, children’s and sports grounds, green areas, pedestrian areas, public transport stops, etc. Owners or operators providing e-scooters for hire will be required to use software technology to limit speed according to traffic zones and to prevent parking outside designated spaces.

In case of violation of the speed limit, the pecuniary penalty for legal entities will be between BGN 500 and 1000. Companies will be fined BGN 500 for parking an electric vehicle outside the designated spots, and for repeated violations the fine will be between BGN 800 and BGN 2,000.

Owners or operators providing electric scooters for rent will be required to remove improperly parked vehicles no later than 4 hours on weekdays and 6 hours on weekends after a violation has been established. If this does not happen, the pecuniary sanction for the legal entity will be in the amount of BGN 300, and in the case of a repeat offense – BGN 500.
