At the upcoming Thursday’s regular session of the local parliament, a partial amendment to the municipal Ordinance on public order will be voted on. This it became clear at today’s press conference of the chairman Dimitar Mitev and his deputies, at which the main highlights of the meeting were highlighted.
Mitev pointed to the increasingly widespread use of electric vehicles by people of all age groups on local streets and roads, in pedestrian areas and city parks, as a motive in the submitted proposal. This necessitates defining rules for their use, as well as a speed limit, due to the serious risk for their users and other road users (motor vehicle drivers, pedestrians, cyclists, etc.).
“We are taking another step in this direction. This is a touchy subject that largely concerns not only Sliven, but the entire country. The legislator and all the municipal councils are trying to somehow regulate this phenomenon,” said the chairman Mitev.
If the proposal receives support, the maximum permissible speed for the movement of this type of electric vehicles in the city and populated areas of the municipality of Sliven will be reduced to 20 km/h. In addition, their movement will be prohibited on pedestrian areas, sidewalk areas in all populated areas, with the exception of marked sidewalk bicycle lanes, city gardens, squares, and children’s and sports grounds. Drivers will be required to comply with all restrictions and prohibitions exhaustively listed in the provisions of the Road Traffic Act. The changes in the Ordinance also provide that the bodies of the Ministry of Internal Affairs and the authorized municipal bodies have the right to detain as evidence individual electric vehicles (electric scooters, electric tricycles and other public transport vehicles, according to § 6, item 18b of the DR of the ZDvP). The detained PPP will be returned to its rightful owners after payment of a fine according to the issued criminal decree.
In the part of the Ordinance on noise control in the municipality, Dimitar Mitev specified that the changes concern higher fines for violators. The aim is to bring the amount of the sanctions as close as possible to those specified in the Environmental Noise Protection Act.

They discussed it with the entire leadership of the Municipal Council, we debated it with the legal department of the Municipality. I hope all colleagues will support him tomorrow,” added Mitev in conclusion.
