The ordinance for the 10 thousand for a third child in Gorna Oryahovitsa passed the first reading, but with an important amendment by the councilors : RegNews.NET

The municipal councilors, and from the governing majority, stood up to the administration and made an important change in the Ordinance for support of newborn and adopted children in Gornooryakhov Municipality, which is awaited with particular interest because of the promised premium of BGN 10,000 for the third child in a family. It is precisely for the 10,000 BGN in question that the correction was made when the Ordinance was introduced at a session.

In the project proposed by the administration, it is envisaged that the money will be given in two tranches. The first five thousand BGN as soon as the applicant parents receive approval, and the second half after enrolling the child in the first compulsory education level. This option was sharply criticized first in the committee on local self-government, whose chairman is Yordan Baichev, and because of this point the committee does not support the Ordinance. The budget committee also does not like the administration’s proposal, but there the chairman of the committee, Milen Marinov, makes a proposal to change the Ordinance. His proposal is to pay the entire subsidy of BGN 10,000 immediately after the birth of the child. This proposal was first voted in session and with it the Ordinance passed the first reading. Only Petar Gaidarov from the SDS expressed fundamental disagreement with this regulation, calling it populism.

Denitsa Tsvetanova defined as a good solution the combining in one regulation of the old regulations for support for a newborn and the new idea of ​​a special bonus for a third child. There are small gaps that will be removed between the two readings, she believes, stressing, however, that it is not right for the councilors to understand that the draft regulation has become a draft ordinance at the last minute.

The second reading of the Ordinance should be in a month. In the meantime, everyone can familiarize themselves with it on the website of the Municipality and make suggestions. After it passes the second reading, it will enter into force and applications for assistance can be submitted.
