At today’s regular session, the local parliament in Sliven adopted the budget forecast for the period 2025-2027 of receipts from local revenues and expenditures for local activities. Although the proposal sparked a debate among councilors who expressed different opinions on the subject, it was among the points that received the necessary support. The forecast was prepared in accordance with the Law on Public Finance and instructions of the Minister of Finance. It was developed on the basis of the adopted strategies and programs, the fiscal rules and restrictions of the Law on Public Finances, proposals of the local community and secondary budget managers.

In front of journalists, Mayor Stefan Radev defined as political speaking, in his opinion, most likely because of the upcoming elections on June 9, the arguments of a group of councilors not to support the budget forecast for the specific future period.

“Quoting random numbers and doing analysis is not serious. The expenses of the Municipality of Sliven for the plan-account, divided by the total number of inhabitants, are among the lowest of the regional cities in the country and not only among them. Everyone can check it,” emphasized the mayor of Sliven. Regarding the way in which the Municipality manages the budget, Radev once again drew attention to the fact that it cannot be implemented in the original form in which it was adopted.

“To expect that the budget will be implemented as it was adopted at the beginning of the year is not serious. This will result in a lot of funds being left over from one program or another, not being spent on the support they were intended for or not being invested. So we will wait another year, already with the next budget, to decide how to allocate them. As I said, there are reasons that necessitate such political talk. Elections are coming, everyone will probably talk about this topic,” Mayor Radev added in conclusion.
