The chairman of the Blagoevgrad Municipal Council, Radoslav Taskov, held his regular press conference before the upcoming session of the local parliament, scheduled for April 26 at 9:30 a.m. in the September 22 hall.

In front of the media representatives, he announced that 60 items were included in the preliminary agenda and presented the most important highlights, among which are:

  • Proposal No. 60-00-172/12.04.2024 by the Mayor of Blagoevgrad Municipality, regarding a proposal to award the title of “Honorary Citizen” of Blagoevgrad (posthumously) to the artist Stoine Mihailov Shalamanov.

  • Proposal No. 60-00-171/12.04.2024 by the Mayor of the Municipality of Blagoevgrad, regarding the formation of a Municipal Advisory Council on youth issues in the Municipality of Blagoevgrad and the adoption of Regulations for its organization, activities and functions.

  • Amendments to several decisions of the Municipal Council, taken at previous meetings.

  • Proposal No. 60-00-178/12.04.2024 by the Mayor of the Municipality of Blagoevgrad, regarding the amendment of the financing of some of the objects and added objects in the investment program of the Municipality of Blagoevgrad for 2024.

  • Letter with int. No. 69-00-485/19.04.2024 by GEORGI HRISTOV SPASOV and MILEN STEFANOV STEFANOV, in their capacity as shareholders in “PFK PIRIN 22” AD, with registered office and management address in Blagoevgrad, p.k. 2700, “Dabravska” St. No. 1, registered in the TRRYULNC of the Registration Agency of the Ministry of Justice with EIK 206966097, with which they declare a desire for an in-depth partnership with “MUNICIPAL FOOTBALL CLUB PIRIN” EOOD, EIK 202375339.

  • Proposal No. 60-00-161/11.04.2024 by Desislava Vitanova-Kehaiova – Secretary of the Municipality of Blagoevgrad, regarding the financing of “Invitro” procedures with funds from the budget of the Municipality of Blagoevgrad.

  • Proposal No. 60-00-204/16.04.2024 by the Mayor of the Municipality of Blagoevgrad, regarding Placing a bust-monument of Ivan Mihailov in Blagoevgrad.

  • Letter with int. No. 69-00-456/11.04.2024 and notification with entry No. В-00-238/15.04.2024 by Mr. Iliya Rizov, manager of “Prima Invest BG” OOD, regarding the convening of an extraordinary General Meeting of partners in “Prima Invest BG” OOD.

  • Proposal No. 60-00-212/16.04.2024 by the Mayor of the Municipality of Blagoevgrad, concerning the granting of consent for the establishment of a remunerative and indefinite right of construction for the construction of an object: “Extension for SPO, other medical activities and parking” in favor of of “Medicus-98-Medical Center” OOD, with EIK 101099933, on co-owned land with identifier No. 04279.603.532 according to the cadastral map and cadastral registers of the city of Blagoevgrad against receiving compensation for the Municipality of Blagoevgrad.

On the subject related to the request for construction of a parking lot in front of “PULS” hospital, which will meet the needs of the two medical institutionsnamely the private and state hospital, Radoslav Taskov stated:

This is the final decision, with which the Municipal Council will give the “green light” for the construction of a parking lot. The land that is currently used for parking is municipally owned, jointly with another land that is owned by the hospital. And now, with this decision, we establish a mutual right of construction between us, and accordingly the Municipality of Blagoevgrad receives an entire floor of the future parking lot in its finished form, which is for about 50 cars (only the municipal part). This is at the level of “Slavyanska” street. The parking lot will probably be for about 150 cars. For the moment, there is only a conceptual project, the projects in progress are yet to show the exact parameters of the parking spaces, including there will be an elevator, ramps for the disabled, etc.

The chairman of the local parliament also commented on the topic, related to the request submitted by 12 municipal councilors for the holding of a local referendum, related to the held public discussion, at which the request of the Municipality of Blagoevgrad to assume a long-term debt in the amount of BGN 14.5 million was presented in detail.

Radoslav Taskov expressed hope that the item will enter the agenda of the meeting so that a debate can be held. According to him, there are several inaccuracies related to the submitted claim.

The first of them concerns the specified sum of BGN 20,000, which, according to the proponents of the proposal, will be necessary for the holding of the civil survey. The second refers to the specified date, namely June 9.

He stated that the eventual holding of a referendum would cost much more, giving as an example the partial vote for mayor of Blagoevgrad Municipality. Here’s what else he added on the subject:

The partial local vote cost about BGN 780,000. Even if we manage to reduce the sectional election commissions a little, which is allowed by law, the remaining remuneration remains for the Municipal Election Commission, for logistics, for security, for the people who are involved in the conduct of the referendum, and in my opinion, this amount cannot be less than BGN 500-600 thousand, and the amount may also come close to the means for holding a local vote.

In their proposal, the colleagues write that funds are needed only for printing ballots. No way. For people who should know the electoral process, they should know that parliamentary elections are conducted by RIC. In the case of June 9, RIC was engaged in this task. The OIC is engaged for local elections and referenda.

Chairman Taskov explained that, on the other hand, the date of June 9 is impossible for the holding of the referendum, as there are a number of deadlines that must be met. In the best case scenario, it will take about 3 months for the whole procedure to reach a referendum.

He also commented that there is another important point, namely that in order for the answer from the referendum to be legitimate, more than 50% of those entitled to vote in the Municipality of Blagoevgrad must vote. Otherwise, the final decision will again have to be taken by the Municipal Council, which will not be obliged to comply with the results of the local poll.

“And now the question is – why should we hold a referendum for hundreds of thousands of BGN, since in the end the State Council will make the final decision. I hope tomorrow there will be a constructive debate and an avoidance of populism. The public discussion, I think, has clearly shown what the attitude of the people is. It is natural that we all have concerns, then, when it comes to debt, it is also obvious – these funds are extremely necessary for the Municipality of Blagoevgrad to stabilize its financial situation and, above all, to complete the started projects. I did not hear an answer to the question – if we do not approve this proposal, do we refuse to strengthen the landslide, which threatens to close the road to Bachinovo and Kartala at any moment. Do we abandon the construction of Promishlena Street? This will be the alternative of not taking this debt”said Taskov.

Regarding the future of OFK “Pirin” and the request of the joint-stock company to take over the management of the club, Chairman Taskov pointed out that at yesterday’s committee meeting, both accepted the proposal with a full majority, which is indicative. On the subject, he added:

It is clear that the Municipality of Blagoevgrad cannot support the football club in order to keep it in the professional football league and achieve the goals that professional clubs have, namely – firstly to participate at the highest level in Bulgarian football and secondly to be sets goals to participate and win for the Country Cup. If we want to build a team that does not fight every year to stay in the group, but has bigger goals to win titles and medals, it would be good to support the proposal.

He also emphasized the development of Pirin Junior High School, stating that only through financial stability, the school will be able to continue to develop and give the children of Blagoevgrad the opportunity to enter the professional team.
