The plan to expand Tsar Osvoboditel Boulevard is in its preliminary phase. The project, which has a long horizon, can be addressed to motivated proposals of citizens and expert opinions, with which it should be taken into account.

This was said during the public discussion of the project for the expansion of “Tsar Osvoboditel” Blvd., the deputy mayor for construction, engineer Plamen Kitipov.

The discussion was organized by the management of the Municipality of Varna and was held in the “Plenary” hall with great interest from experts, residents of the neighborhoods affected by the project, property owners nearby or within the scope of the project.

Bul. “Tsar Osvoboditel” is part of the first-class street network of Varna and is one of the main transport arteries for both car and heavy goods transit traffic.

Due to heavy traffic in only two lanes on a part of the boulevard, its carrying capacity is almost exhausted.

Its activities are set as a priority in the General Development Plan (GDP) of the city after the extension of “Vasil Levski” Blvd.

The starting point of the development is the “Airport” road junction, which falls outside the territorial scope of the municipality of Varna. The project proposes that the “Hemus” AM continue as a direct route along “Tsar Osvoboditel” Blvd.

Thus, it will become the main route for heavy goods transit traffic to the intersection with “Hristo Smirnenski” Blvd. The final point of the project is the junction with “Vasil Levski” Blvd.

The idea is to realize its full size with road junctions on two levels with the intersecting Konstantin and Fruzhin Blvd., Atanas Moskov St., Janos Huniyadi Blvd., Republic Blvd., “3-” Blvd. th March”/ul. Vira, Pop Dimitar St., Hristo Smirnenski Blvd. At the same type of road intersections of the “Diamond” type, the direct route of Tsar Osvoboditel Blvd. is the main direction, and all the streets crossing it are secondary, with light-regulated intersections on two levels. This ensures a conflict-free crossing of the main network and a faster and safer diversion of all transit traffic in the east-west direction, commented the representatives of the design team.

According to the classification of the primary street network in the UMP and the General Traffic Organization Plan (GPOD) of the city of Varna, a speed of 50 km/h has been set for the project section.

The prescribed regulation for the full gauge of the boulevard is 50 m to 100 m wide in the various sub-sections.

Within the scope of the project, there is a reserved route for a city railway, which, however, is not the subject of the project itself.

The route is entirely north of “Tsar Osvoboditel” Blvd., with gauges of 15 m from the beginning of the site to the junction with “Hristo Smirnenski” Blvd., and 7 m in the section from “Hristo Smirnenski” Blvd. to “Vasil Levski” Blvd. The light rail is planned to run parallel to the boulevard.

During the discussion, it became clear that the current preliminary project does not envisage the longitudinal construction of bike lanes. The designers explained that there is still a technical possibility to add them to further developments.

The main concerns raised by citizens during the public hearing were that the project prioritized transit traffic instead of addressing the needs of residents in the suburbs. Others questioned the feasibility of urban rail and alternative public transport options. Reservations were also expressed about the possibility of incorporating the boulevard from the smaller streets in the neighborhoods and the impact on areas that could be used for the construction of parks.

Deputy Mayor Plamen Kitipov called for all motivated proposals to be sent to the municipality in writing in order to be included in the further development of the project. He emphasized that they will be taken into account by the Expert Council on Territorial Planning and can be formulated as a task for preparing the final project. After the approval of the final version of the project, the Detailed Development Plan and the investment design will proceed, which will probably be in phases, explained Plamen Kitipov.
