The public contractors from the NRA office in Pleven collected nearly BGN 1.5 million in arrears from the recipients of public resources for the first seven months of the year. This was announced by Reni Dudeva – chief expert in the office in Pleven.
Almost half a million BGN of the debts were paid after a garnishment was imposed, and about BGN 1 million were paid voluntarily, she specified. In order to increase the collection of public obligations of persons – contractors under contracts awarded by managers of budget funds and on projects under operational programs from European funds, the NRA receives information about upcoming payments from the state to private entities through the automated information system “RMS – Payments” .
The system requires that before any payment by a state or municipal body to a public procurement contractor or other recipient of public resources, it must be checked whether the company has unpaid taxes, insurance or other public obligations, explained Dudeva. If such are established, the public contractors of the NRA can use all or part of the amount of the public resource to repay the debts of the debtors to the budget. When notifying the revenue administration and in cases of unpaid public obligations, the Agency promptly imposes precautionary measures, with priority on the receivables under the relevant concluded contracts, noted Reni Dudeva.
