The dynamic number of seats in a constituency is the fairest methodology. This was commented by the chairman of the Regional Electoral Commission in Burgas, Mihail Hadzhiyanev. Thus, the participation in the elections in each area will determine this number, he explained and gave an example:
“For example, 1 million people voted for the entire country, we have 100 mandates to fill. We divide by 100. We see that 10,000 people is one mandate, the burden of one mandate. We are going to Burgas region. We see that 24,000 people voted. Well, if there are 24,000 people, you are entitled to two people and 4 leftovers. I am going to Sofia. 600,000 people voted there. So you are entitled to 60 people,” he commented.
Thus, the process will not be affected by demographic changes and the census, Mihail Hadzhiyanev pointed out. The methodology was proposed by mathematicians and has not yet been adopted, he specified.
