On July 12 of this year botevgrad.com published an open letter of the former director of TPG “Stamen Panchev” – Sonia Malincheva, titled: “Paratroopers from Rositsa Ivanova’s squad brought vocational education in Botevgrad to the bottom of the swamp”. The topic was continued in the newspaper “Botevgradski vesti+” with the publication “Sonya Malincheva: A candidate who does not meet the requirements for a director, manages a school with a million dollar budget for 3 years”, which the site reprinted. Today, we received a reply to our editorial mail from Mrs. Rositsa Ivanova – director of the Regional Department of Education – Sofia region, which reads:
Over the weekend, I was sent your publication “Sonya Malincheva: A candidate who does not meet the requirements for a director, manages a school with a million dollar budget for 3 years”. In my right of reply, I am sending you and asking you to publish the official opinion of RUO – Sofia region in the media I respect, with which I think we have always had a good and correct partnership until now.
On first place I would like to inform your esteemed readers and the author of the publication, Eng. S. Malincheva, that Ms. Tsonka Dokova, acting as acting director of TPG “Stamen Panchev” – Botevgrad, has been appointed with an employment contract from 01.07 .2019 as Temporary acting “director” of Technical Vocational High School “Stamen Panchev”-c. Botevgrad until the position is filled after a successful competition, on the sole basis of an application received from a candidate to fill the vacated position in RUO – Sofia region (then). At the time of her appointment, she met the conditions for holding the position according to the then effective Ordinance No. 12/01.09.2016 on the status and professional development of teachers, principals and other pedagogical specialists (art. 23, para. 2 and para. 3 of the Ordinance, in conjunction with Art. 213, Para. 9 of the ZPAO).
Pursuant to Ordinance No. 16/01.07.2022 on conducting competitions for the position of “director” in state and municipal institutions in the system of preschool and school education, issued by the Minister of Education and Science, promulgated in SG no. 52 of 07/05/2022, competitions were announced for filling the position of “director” of educational institutions in the Sofia region, under the conditions for filling the position of “director” as amended in Ordinance No. 16/2022. I have to inform you that by Decision of 10.08.2022 on administrative case No. 7094 of 2022 of the Supreme Administrative Court, published in SG no. 71 of 02.09.2022:
“YOU DECIDE: Suspends the effect of Ordinance No. 16/01.07.2022 on conducting competitions for the position of “director” in state and municipal institutions in the system of preschool and school education, issued by the Minister of Education and Science, (public . in SG No. 52 of 07/05/2022), until the conclusion of the proceedings in the case with an effective judicial act.”
For additional information, I would like to inform you that Mrs. Tsonka Dokova is currently continuing her education in two master’s programs at Veliko Tarnovo University “St. St. Cyril and Methodius” – “Entrepreneurship” and “Philosophy”.
In second place I inform you that in May of this year, as the author of the publication wrote, an inspection was carried out by the Ministry of Education and Culture in RUO – Sofia region and educational institutions on the territory of the region. The check is complete. In a letter received from the Minister of Education and Science dated 24.06.2022, issued in connection with a report on the results of an inspection carried out in fulfillment of his Order in the Regional Education and Training Center – Sofia region and schools in the territory of Sofia region, as well as with a letter dated 05.08 .2022 of the MES, there were no violations detected in the TPG “Stamen Panchev” – town of Botevgrad from the on-site inspection at the institution.
On the third question, posted in the post: The results of the DZI in Bulgarian Language and Literature (BEL) of the high school seniors in the May-June 2022 session after three years of distance learning in an electronic environment due to the epidemic of COVID-19 throughout the country were unsatisfactory, especially in vocational high schools . According to Mrs. Malincheva, the responsibility for the poor, “catastrophic” results of the high school seniors in BEL from TPG “Stamen Panchev” should be sought by the teachers of the study discipline Bulgarian language and literature, and not by the director or the experts in the RUO – Sofia region. In the TPG “Stamen Panchev” – Botevgrad, the BEL education of the seniors during the past school year was conducted by a long-time and respected teacher – Mrs. Ivelina Tatarova, who was also the class teacher of the 12th grade, and started working in the high school and worked at the time of Mrs. S. Malincheva.
I must draw your attention to the fact that the entry level of the students entering the 8th grade in TPG “Stamen Panchev” in terms of their preparation in BEL must also be taken into account when commenting on the results at the end of their studies, shown to the DZI. In addition, the students from the vocational high school took a second mandatory state exam to acquire a professional qualification – only 5 were the low marks from this exam in the “Stamen Panchev” TPG.
Regarding the question whether Vr. Executive director of TPG “Stamen Panchev”, Mrs. Ts. Dokova can manage the institution’s budget, please draw your own conclusions about the legal management of funds from the state budget of the vocational high school at the present time. In the RUO – Sofia region, documents from the inspections carried out at the “Stamen Panchev” TPG are stored, from which we can remind your esteemed readers how funds from the state budget were spent for students who were enrolled in high school without attending classes, and how the state property of TPG “Stamen Panchev” was managed, by representatives of local business with expired contracts for renting premises, or leased property to the high school with a long-term contract without financial receipts from the budget of the educational institution, before the appointment of Mr. Ts. Dokova for Vr.I.D. director of the educational institution. An inheritance from the long-time director of TPG “Stamen Panchev”, which became the reason for the dismissal of Mrs. K. Tseneva.
The public commitment of the former director of TPG “Stamen Panchev” to the problems of education in Botevgrad is commendable, but as a long-time head of the vocational high school, she should be aware that since 2016, in education, we have been working under a new Act on preschool and school education. and to expect her to support and affirm the authority of the pedagogical team and the educational institution, and not to undermine it through her comments, in order to be chosen and preferred by the parents and students – candidates to continue their secondary professional education at the “Stamen Panchev” TPG .
In conclusion, I am obliged to point out that no open letter from Mrs. S. Malincheva was received in the record keeping system of RUO – Sofia region, therefore no action was taken on the same.
