The Ministry of Regional Development and Public Works will conduct an inspection and assist within the framework of what is permitted by law to resolve a problem with the completion and reporting of road repairs financed under the Operational Program “Growth Regions” 2014-2020 in Northern Bulgaria. This was stated by the Minister of Regional Development and Public Works Arch. Ivan Shishkov at a meeting with representatives of trade union organizations in the field of road construction.
The meeting was also attended by Deputy Ministers Desislava Georgieva and Zahari Hristov, as well as the head of the Directorate for National Construction Control arch. Delyana Panayotova. Among the representatives of the trade unions were the vice president of KNSB Daniela Alexieva, Marina Kolarova, Eng. Todor Kapitanov and Petya Stoyanova from the organization of KNSB in the company “Automagistrali – Cherno More” JSC, the chairman of the Trade Union “Road Work”, at the Federation of Independent Trade Unions in Bulgaria to KNSB – Malina Kovandzhieva and others.
“Automagistrali – Black Sea” JSC alerted Minister Shishkov that due to misunderstandings between the construction supervision company and the contractor, the company cannot receive its funds for already realized and ready objects.
During the meeting, the unions and arch. Shishkov also discussed the problem with the funds that the state owes for completed road repairs to the construction companies. The regional minister noted that without a working National Assembly it is impossible to pay the remaining 50% of the sums. “According to the decision of the previous parliament, only half of the obligations were paid. The remaining payments to the companies will be made after a decision of the National Assembly and verification of the activities”, reminded arch. Shishkov. He commented that the caretaker government will probably make its own proposals on the subject. “Unfortunately, the construction companies are not to blame, it is the state that commissioned the construction in this careless manner. At the moment, the entire construction industry is a victim of the ugly awarding of repairs”, emphasized arch. Shishkov.
“We are working on the issue of increasing the salaries of the employees of the Road Infrastructure Agency.” We are going to have talks with the Ministry of Finance and I think that we will soon have a positive decision on the case”. Minister Shishkov pointed this out after Malina Kovandzhieva, the chairwoman of the “Road Work” Union at the KNSB, raised the issue of low wages in the API system. She warns that road engineers and experts work for salaries of BGN 1,100 – 1,200, which are grossly insufficient. “Low salaries are the reason why experienced employees leave the agency, but also why young staff do not join,” she commented. The minister noted that there is an option after the restructuring of the budget of the Ministry of Internal Affairs and Communications to find resources for salary increases.
