Here is what the club wrote:

“After three long meetings between the managements of CSKA, Levski and BFS, at which a number of options for serious restrictions were proposed, including the presence of an agitator only for the home team, in the end the final decision remained with the host club. And then and now our a definite position is that there should be no derby without fans, therefore both “red” and “blue” supporters will be allowed to support their team.

Although we expressly emphasize that in the presence of excesses in the stands and throwing bombs and rockets at the pitch and the audience, the follow-up will be extreme and there is a huge possibility that the derby will be played entirely without fans. We believe that reason will prevail and the Eternal Derby can be a celebration, not a war with potentially fatal consequences.

We also draw attention to the fact that security measures will be drastic. There will be two checkpoints, serious checks, additional ticket checks, including by economic police. Anyone who attempts to bring unauthorized items into the stadium and/or enter with a false ticket is likely to not only be banned from watching the match live, but will be prosecuted.”
