The last regular session of the 49th Parliament was held today. Deputies actually worked for a little more than a year. The first meeting was on April 12, 2023.

During this time, they can report that they are already in a new building – the Party House. They managed to vote on the changes to the Constitution, in which the main focus was the judicial reform, but it was never completed because of the Judiciary Act.

Bulgaria also has a new chief prosecutor, but not quite. Ivan Geshev was replaced, but it never came to choosing a new one. Currently, Geshev’s deputy – Borislav Sarafov – is performing the functions.

No management agreement was reached. Appointments in most regulators remain for the next National Assembly. The laws against which we are waiting for money under the Recovery Plan are also transferred there.

For the first time in three years, the deputies adopted a budget on time. They also decided to stop the import of Russian oil. After many years of delay, it was also agreed that the secrecy of adoptions should be abolished.

How was the political term “assemblage” born? Building a majority in the 49th Parliament proved to be a difficult task. “We don’t trust each other. You don’t have us and we don’t trust you”, pointed out Kiril Petkov from PP-DB. And GERB leader Boyko Borisov replied: “Sleep one more time, think about weeks, months.”

And although the majority means GERB-SDS and PP-DB, DPS has become a major third player. Without their votes, the constitutional amendments would not have passed.

This parliament will also be remembered for a kind of political exoticism and the first rotating president. Rosen Zhelyazkov was supposed to be replaced by a man from PP-DB, but the rotation never happened.

“A coalition of gentlemen with one hand each”, pointed out BSP leader Cornelia Ninova. “The crutch of GERB”, declared the leader of “Vazrazhdane” Kostadin Kostadinov. “We don’t rotate our opinions,” added Toshko Yordanov from ITN.

The 49th NA remains in history with a new political term – “assembly”, with author Lena Borislavova. “He writes SMSs: ‘We will break the assembly, etc., I did not make an assembly,'” pointed out Borisov. “It does people no honor to quote personal correspondence,” replied Lena Borislavova.

Stepping on the rotation agreement, the government of the state was first taken over by Nikolay Denkov. He was to be replaced by Maria Gabriel. “Let’s try and God help us,” said Hristo Ivanov from PP-DB.

Apparently God did not hear the prayers because the rotation failed and we are going to another early election.

The main task they set themselves – repair of the Constitution – was fulfilled. Reform of the judicial system, however, is still boxing. And limiting the power of the president has led to almost a dead end in the choice of official power. And they set out to find the culprit.

“I have not even participated in the conversations related to the Constitution,” Borissov pointed out.

“You can’t. You can’t say: ‘I didn’t know what was written in the Constitution,'” said Petkov.

“It is clear who proposed it – Hristo Ivanov and company,” stated the chairman of the DPS Delyan Peevski.

“We have proposed a model where the regular government continues to operate. After consultations with GERB and DPS, we came to the other possible model”, explained Ivanov.

Scandals and attacks, if not everyday, were frequent. “You told me: “Boyko Borisov will not return to power on a donkey, let alone on a white horse. Not only do you return it, you pray to it, public political harakiri”, Ninova pointed out.

“We don’t pray to anyone. The Bulgarian people do not want elections”, replied Atanas Atanasov from PP-DB.

“All Bulgarian citizens should see how these people are elected, not that they are the mothers and fathers of deputies”, pointed out Petkov.

“The word harakiri now has a new meaning – ‘harakiro,'” said Balabanov from ITN.

“I kept thinking there was some bottom. You entered the basement at the bottom”, pointed out Tsoncho Ganev.

Although without rotation, Rosen Zhelyazkov still left ahead of schedule. He was suspended just a day before the last regular meeting. “It was an honor for me to be the chairman of the 49th National Assembly,” Zhelyazkov said.

The newly elected deputies from the 50th National Assembly will enter the next regular session.
