In connection with the desire of the people of the city to reduce the capacity of the ROC – Harmanli, the DAB reminds of the actions taken in the middle of 2022, with which the capacity of accommodated foreign citizens in the territorial division was reduced, since some of the buildings do not meet the the requirements.
In order to proceed with a permanent reduction of the existing capacity, new Registration and Reception Centers should be opened on the territory of the country in view of the increased migration flow of foreigners
The Asylum and Refugees Act (Asylum and Refugees Act) states that transit and registration and reception centers are opened and closed by the Council of Ministers.
The DAB fully supports the wishes of the citizens regarding the request to provide a branch of the gendarmerie in the city of Harmanli, which would have 4 cars and foot patrols.
Regarding the request in the Russian Orthodox Church to introduce an evening time of 17:00 summer time and 16:00 winter time, a compromise decision was adopted to introduce the following mode of entry and exit from the territorial division: summer time (01 April – 31 October ) from 09.00 a.m. to 6:00 p.m. and winter time (01 November – 31 March) from 09.00 a.m. to 5:00 p.m.
The company responsible for security is “D.M. Security Group” Ltd., which has a Contract. It lists her duties, among which is to ensure that the employees carry out physical security, monitor compliance with the access regime established by the DAB at the MC under the contract when entering and leaving the guarded object.
In the event of a violation, a finding protocol is drawn up, based on which a warning protocol is issued, with which the foreigner is warned that in case of a subsequent violation, he will be accommodated in a closed-type Center.
In connection with the request to change the status of the ROC – Harmanli from open to closed type, I inform you that it is a territorial division of the DAB under the Ministry of Internal Affairs, in which the right of free movement of foreigners seeking international protection accommodated in it is limited. Detention is any measure of seclusion of an applicant for international protection in a specific place where the person is deprived of his freedom of movement.
Detention may only be carried out when deemed necessary and on a case-by-case basis if less coercive alternative measures cannot be effectively applied. It follows that the national authorities may detain an applicant for international protection only after having verified in each individual case whether that detention is proportionate to the objectives pursued, which verification requires them to ensure in particular that the detention is applied only as last resort.
