The city prosecutor of Sofia Iliana Kirilova has punished with a “remark” the accuser Ivan Parvanov, in whose work violations were found during the inspection of cases against magistrates and politicians, carried out last summer.

Kirilova’s order will be considered at the meeting of the Prosecutor’s College on Wednesday, which can confirm the punishment or cancel it.

In July 2023, by order of the I.F. chief prosecutor Borislav Sarafov, an inspection was carried out of 83 unfinished or suspended cases against magistrates, politicians and for crimes against the republic.

The audit found gaps in the work of four prosecutors, and one of them was Ivan Parvanov, who was found to be late in four cases.

The first was an espionage investigation against a DANS agent who was accused of spying for Russia last spring. The trustees established that in 10 months, Parvanov only prepared a decree, with which he disregarded a request to amend a restraining order and a letter to a lawyer.

The second investigation is against Mihail Mihailov, who is on trial for messing with the national flag. The investigation found that Mihailov went into hiding after his remand was changed and is still missing. In addition, for more than a year no expert examination was appointed to establish the psychiatric condition of Mihailov in order to find out whether he can bear criminal responsibility at all.

The third violation case is about terrorism, and only one witness was questioned – a relative of a suspect, who lived abroad, and the investigation was stopped at the end of 2020.

The fourth was also about terrorism. It was with many gaps in the operative provision, where it was unclear what the criminal act was, what the executive act was, and it was not clear which hypothesis of Art. 108a of the Criminal Code is subject to investigation. According to him, Ivan Parvanov did not work for more than 5 months, and the deadline for investigation was repeatedly extended retroactively.

For this reason, disciplinary proceedings against the prosecutor were initiated in the SGP, and a three-member commission was also appointed to check the overall work on the pre-trial proceedings, the workload during the periods in which the cases were in the investigation phase, the used sick days and vacations and participation in court sessions .

It is not clear whether the “remark” penalty is specifically for these violations.
