This was written on Facebook by former Prime Minister Nikolay Denkov, who returned to the National Assembly after the failed rotation and the collapse of the government.
Here is what he writes:
“One of the important changes in the new Constitution is the declaration of education as a national value. Thus, through the supreme law of the state, we have obliged all rulers, whoever they are, to create conditions for the free development of education and to support it, including facilitate access to higher education institutions.
In order not to remain in the realm of wishful thinking, during the regular cabinet we proposed changes to the Higher Education Act (HEA). If they are accepted, the state will cover the university fees in the state-ordered majors. This currently covers all 127,000 undergraduate and postgraduate students. But it also means that all the young people who have so far given up studying for financial reasons, or have to work as bartenders or waiters to support themselves, can now get a full-fledged higher education.
Today, in the relevant committee in the National Assembly, I will seek support from the deputies for these proposals in the Higher Education Institution.
Universities in Germany work on this principle – with maximally open admission, but with high criteria for successful graduation and more chances for full participation in professional and public life afterwards.
Education is the path to better nation health, higher levels of economic stability, lower crime, lower inequalities, higher resistance to propaganda and misinformation.
All this is important to become a normal European country. And on the way to this goal, it is important that no young person in Bulgaria is left without the opportunity to graduate from university”.
The meeting of the Committee on Education and Science will start at 15:00 today.
