The recovery and sustainability plan was again on the agenda and became the occasion for a new scandal between PP – DB and GERB – SDS. According to former Prime Minister Nikolay Denkov, Borisov’s party blocked the second payment.

In recent weeks, the question has begun to be raised as to why we have not yet received the second WFP cry. I’m sure this will also be a theme during the months of the election campaign. The facts are very clear – GERB and DPS are sabotaging the justice reform.
He specified that in order for the payment to be made, the National Assembly must adopt four acts.

The first of these is the entry into force of the Personal Bankruptcy Law. It was adopted at the first reading in the National Assembly on June 15, 2023 and has been hanging here in the National Assembly ever since. The second is adoption of the work rules of the National Anti-Corruption Commission. These rules were first sent to the EC in the month of October, and since then there has been a correspondence in which, in essence, GERB and DPS do not accept part of the requirements that ensure proper work of the Commission. Therefore, on March 6, we submitted a version to the National Assembly of these rules, and since then it has not been submitted for consideration.
Denkov also listed the facts that led to the delay of the second payment.

So, the first law on Personal Bankruptcy is currently blocked in the Committee on Legal Affairs, chaired by Ana Alexandrova. The second rules mentioned are blocked in the Commission for Prevention and Combating Corruption – Chairman Raya Nazaryan, also from GERB. The third law that has not passed is the Whistleblower Protection Act. This bill is also blocked in the Committee on Legal Affairs chaired by Ana Alexandrova from GERB. And the fourth act, which has not been finally adopted, is the Climate Neutrality Roadmap.
And Borisov announced the accusations by the former prime minister as frivolous.

I can’t believe they said such a thing. 3 years ago, GERB brought Bulgaria into the whitest organization – European Banking Union, GERB brought Bulgaria into the waiting room of the Eurozone and left an absolutely ready, agreed with the Commission Recovery Plan. For three years they were ministers, prime ministers, official, non-official, regular. We have adopted more than 20 laws together under the Recovery Plan and we have adopted everything that Asen Vassilev gave. And now, when we are in an election campaign, after 3 years of inaction, to say that GERD is your fault is simply not serious.
The leader of GERB denied the possibility of a future coalition with PP-DB.

There cannot be an assembly with people who do not give themselves a real idea of what they have created, of what can be done, but seek in every way to transfer the guilt – their own guilt to someone else.
The co-chairman of the DPS also commented on the accusations.

Another absolute lie on their part. If someone sabotaged – they sabotaged everything by making there was no rotation.
Peevski refused to answer directly whether a future dialogue between the parties is possible after the elections.
