Two days ago, information came from the prosecutor’s office that the initiation of pre-trial proceedings against the director of “Pirogov” Dr. Valentin Dimitrov in the case of “Danaya” was refused due to the lack of data on a crime committed. This was announced by the Acting Minister of Health Dr. Galya Kondeva to BNT.
A few months ago, the former Minister of Health Hristo Hinkov referred the prosecution on the basis of violations found by the “Internal Audit” unit of the Ministry during the period in which the hospital was managed by Dr. Dimitrov.
“Today at 2 p.m. we will meet with the Danaya Foundation to hear their demands. I want to hear what Danaya’s mother will also say, because three audit reports have been made, which I have read carefully. 2 days ago, information came from the prosecutor’s office that the initiation of pre-trial proceedings in the “Danaya” case is refused due to a lack of evidence of a crime. There are certainly problems in the medical facility, but, in my opinion, this is not the fault of the director alone,” noted Kondeva.
The decision to refuse to institute criminal proceedings is based on an inspection and report by the State Financial Inspection Agency. The mandate of the director of “Pirogov” Dr. Valentin Dimitrov expired on April 23. The Ministry of Health has not yet announced a competition for the management of the emergency hospital.
Later, the spokesperson of the Sofia City Prosecutor’s Office, Hristo Krastev, stated that the pre-trial proceedings for the death of the schoolgirl have not been terminated.
15-year-old Danaya Kuleva, who suffered from thrombocytopenia – a condition in which the number of blood cells involved in blood clotting is greatly reduced – died at the beginning of May this year. She was admitted to the intensive care unit of “Pirogov” with hemorrhage and swelling of the brain, caused by her illness and after a slight blow to the head. Despite the surgery, Danaya became brain dead. However, her parents decided, despite the great grief, to donate her organs and save other patients.
The mother, Ani Stoyanova, blamed the emergency hospital for the death of her child and demanded the resignation of its head, Dr. Valentin Dimitrov. The blackened woman disagreed with the result of the first inspection of the Ministry of Health, accusing that there were falsehoods in the report. Requested a second check, after which the Executive Agency “Medical Supervision” announced that it had discovered violations in the treatment of the deceased 15-year-old girl.
The checking team found a violation in the prescription and dispensing of a medicinal product. All the documents received from the medical institutions during the first inspection have been submitted to the “Combating Corruption in the Administration” sector, the “Economic Police” department at the “National Police” General Directorate.
