Well The European Parliament adopted on Wednesday by 522 votes to 27 with 72 abstentions the first EU rules to combat violence against women and domestic violence. The directive calls for tougher laws against cyberbullying, better support for victims and measures to prevent rape.

The new rules ban female genital mutilation and forced marriage and provide specific guidance on crimes committed online, such as the disclosure of personal information and cyber-flashing.

The new legislation will include a longer list of aggravating circumstances for crimes that carry heavier penalties, such as crimes against public figures, journalists or human rights defenders. The list also includes cases of intent to punish victims for their gender, sexual orientation, skin color, religion, social origin or political beliefs, as well as a desire to maintain or restore “honor”.

The safety and well-being of victims should be prioritized, including through access to safe accommodation. Health care must also be accessible, including sexual and reproductive health services. Member State authorities will have stricter reporting and evidence-gathering obligations. They should work to raise awareness in society that sex without consent is considered a crime.

At the request of the EP, the European Commission will report every five years on the need to revise the rules.

Co-Rapporteur of the Committee on Women’s Rights and Gender Equality Frances Fitzgerald (EPP, Ireland) said:

“Today Parliament took the first steps to make Europe the first continent in the world to end violence against women. It is a far-reaching piece of legislation that will prevent violence against women, protect victims and prosecute perpetrators, thereby ensuring a comprehensive approach to combating these horrific crimes. There can be no equality without the eradication of violence against women; we must ensure that there is no impunity for those who commit such crimes.”

“This groundbreaking directive embodies our unwavering commitment to strengthening women’s rights and saving lives.” As we move forward, let us remember this moment as the first historic step in strengthening women’s rights and lighting the way to a future where every woman can live without fear and oppression. This is a victory for justice and equality across the European Union.”

The new rules will enter into force twenty days after their publication in the Official Journal of the EU. Member States have three years to implement the provisions.
