The 49th parliament suspended Speaker Rosen Zhelyazkov LIVE

Deputies removed Rosen Zhelyazkov from the chairmanship of the 49th National Assembly just a day before it was dissolved for pre-election vacation. This happened a few hours before the final bell of the parliament rang, he and the deputies will not sit again until the “2 in 1” elections.

His resignation was requested because of his overall behavior first by “Vazrazhdane”, and then a request was submitted with the signatures of PP-DB and BSP. Zhelyazkov was reprimanded for systematically failing to implement the legislative program.

According to the parliamentary rules, the proposal is put to a vote at the first meeting after the day of its receipt.

The regulations provide that the Speaker and Deputy Speakers of the Parliament may be released early upon a written proposal of at least one third of all the people’s representatives, when there is an objective impossibility to fulfill the duties or a systematic violation of the rights, or a systematic non-fulfilment of the duties within their competence. This was the motive of PP-DB and BSP.

The argument of “Vazrazhdane” to demand the removal of Zhelyazkov from the highest place on the parliamentary rostrum was that he did not allow the topic of the vote of no confidence in the caretaker government to be discussed in the hall. According to Rosen Zhelyazkov, it is not in sync with the Constitution.

The proposal for early release is put to a vote at the first meeting after the day of its receipt, giving the right to the chairman of the National Assembly to be heard. It is adopted if more than half of the people’s representatives present voted for it.

Hypothetically, if the “vote of no confidence” against the parliamentary speaker is supported by all people’s representatives from the three formations, they would collect 120 votes, while GERB and DPS – 105, if, however, no one is absent from the plenary hall. It is not yet clear how they would vote from “There is such a people”.

GERB and DPS did not express any particular concern about the initiative of their partners yesterday and part of the opposition, since the 49th parliament has only a few hours left. Boyko Borisov defined it as an emotional outburst, and Delyan Peevski saw an expression of populism.
