The National Assembly finally voted on the changes to the Energy Law.

The texts envisage postponing the liberalization of the electricity market for domestic consumers by one year.

The meeting resumed with a break of almost an hour. Discussions continue. At 2:53 p.m., voting began on the texts of the draft law.

In the end, the deputies voted that the liberalization of the electricity market is postponed to July 1, 2025. The decision was taken with 152 votes in favor of GERB-SDS, DPS, Vazrazhdane, BSP and ITN. 35 deputies from PPDB abstained, and another 7 from the same group voted “against”.

With the adopted changes in the Law on Energy, KEVR will continue to set quotas of state power plants for electricity produced for the regulated market. NEK maintains its status as a public household supplier until July 1, 2025 – at prices determined by the regulator.

The proposal of the BSP to postpone the liberalization for 3 years, which the leader of the party Cornelia Ninova made during the debates, was not accepted.

Point three – ZID of the Law on the Organization of the Black Sea Coast – second vote.

The proposals for changes in the law were presented by Alexander Nankov from GERB.

Nastimir Ananiev from PPDB took the floor to point out that the report presented did not make it clear whether the state would pay extra to the concessionaire for providing an accessible environment to the beaches, or whether it would be necessary to build facilities with the taxpayer’s funds.

Mediha Hamza from DPS stated that there is an explicit text regarding the technical requirements for the provision of an accessible environment and opposes Ananiev that “outside of any deadlines PPDB started to challenge the draft law”.

Nikolay Nankov from GERB stated that “it is impossible to please Mr. Ananiev” and ironically that the law should have specified “who have the right to enter the sea”.

On behalf of the PG of ITN, Toshko Yordanov requested a half-hour break.

After the break, the people’s representatives switched to ZID of the Law on Foreigners in the Republic of Bulgaria – first vote. The bill was presented by the initiator Manoil Manev from GERB-SDS.
