Rumen Radev gave the Prime Minister, Acting Prime Minister Dimitar Glavchev, time to think about his responsibilities, and if he is convinced that he can also assume the position of Foreign Minister, the President has no reason to deny him this. Krum Zarkov, Presidential Secretary for Legal Affairs, former Minister of Justice, said this on Sunday to BNR.

On Friday evening, it became clear that in a conversation with President Radev Glavchev, he personally offered me to take over the Ministry of Foreign Affairs, after Daniel Mitov, who had previously been nominated for the post of Deputy Chairman of GERB, Daniel Mitov, was rejected.

Radev himself defined Glavchev’s idea as “avant-garde” and indicated that there will be a new conversation on the topic on Monday.

“On Friday, at the end of the day, I received this avant-garde proposal from Mr. Glavchev. Because I have said many times that if a person he trusts submits to me, I will immediately issue a decree. I advised him to study things a little more, because it seems to me that he still hasn’t understood what exactly he is doing as prime minister, not to mention the foreign ministry,” commented the president.

“On Monday morning, we will have a final conversation. If he insists, I will accept all his proposals, I will not interfere in his work,” added Radev.

None of the ministers who were proposed by Dimitar Glavchev have been previously agreed with the president, Zarkov told BNR today.

“Stefan Dimitrov cannot be the president’s man in Glavchev’s government. There is no quota for the president, including for Maria Pavlova,” said Zarkov.

He described as “nonsense” the claims that the president has something to do with the status quo in the judiciary.

There is no minister of foreign affairs who can change the doctrine of the state in a day and a half, Zarkov also stated regarding the requested changes in the foreign ministry.

“Every time they lose ground, when they make a mistake, they draw the same card. There is no institution or political force that can reverse the geopolitical development of the country. There are nuances in the different positions, but in the basic positioning of the country in the EU and NATO there is no such danger. This is used as an explanation for the inexplicable. It is also dangerous. Public dissatisfaction is building up, which also affects the opinion of the unions in which they use them mercilessly,” he commented.

The replacement of Kiril Vatev

After that, he analyzed the desired replacement of Kiril Vatev in the Ministry of Agriculture. The presidential secretary for legal affairs quoted the words with which Vatev was left in the department.

“He remains to ensure continuity and as he is a proven good manager”. Three days later, the author of these words said that the person does not cope with the pace, payments are delayed. Therefore, President Radev doubted whether both the initially proposed ministers and the proposals for replacement came from Dimitar Glavchev”.

Changes to the constitution

The current constitutional provisions are the cause of this whole farcical situation, the former justice minister also believes.

“Bulgaria was on the brink of a constitutional crisis, and it would have happened if a candidate for Prime Minister had not been found. According to the new Constitution, if an interim government is not appointed, elections cannot be scheduled. We would have been stuck in a situation of powerlessness.

Credit must be given to Dimitar Glavchev, but also to the president, who, if he wanted to show the ridiculousness of this constitution, could start handing mandates to those who said they didn’t want them. This would last until August-September. The President tries, within the limited framework of what was left to him as a power, to intervene so that sparingly and with self-control prevent situations that go beyond the normal. The president is trying to maintain the constitutional order,” said Zarkov.

The Constitutional Court must assess whether the procedure for amending the Constitution has been followed and whether the ordinary National Assembly has not encroached on the powers of the Great National Assembly, he also pointed out.

“Besides being unconstitutional, these amendments are profoundly inappropriate. It is vitally important that the Constitutional Court seizes the opportunity to set parameters in which an ordinary National Assembly can amend our basic law,” said Zarkov.

Sarafov should not be silent

Borislav Sarafov cannot remain silent, Krum Zarkov commented on what is happening around the Chief Secretary of the Ministry of Internal Affairs, Zhivko Kotsev.

“Sarafov will continue to be the chief prosecutor for a long time, because the assembly decided with legal changes to turn the SJC into something permanent. The SJC is now an abbreviation of the Eternal Judicial Council. We have a changed Constitution in the part about the judiciary, but we also have a fixed status quo”.

Many of our politicians are desperately opportunistic, the former justice minister also noted. “This leads to a crisis of confidence. If it is up to the people’s representatives, whether in this or the next parliament, nothing will ever become clear neither for the Notary nor for the “Eight Dwarfs”.
