The prosecutor’s office in Veliko Tarnovo ordered an immediate investigation into construction waste dumped in nature in Hainboaz

Inspections are carried out, samples are seized and witnesses are interviewed

District Prosecutor’s Office-Veliko Tarnovo has self-referred to publications in the media about discarded construction waste on the main road Veliko Tarnovo-Svilengrad in Hainboz. A vigilant citizen filmed two days ago a video of how a machine, during the repair of the route, poured the gravel behind the guardrail into the ravine.

Regarding the dumped mixture near the Veliko Tarnovo village of Mishemorkov Khan, pre-trial proceedings were initiated on Monday under Article 352, paragraph 1, for the fact that soil contamination was allowed and it became dangerous for people, animals and plants.

“We have considered that pre-trial proceedings should be initiated in the case immediately in order to preserve suitable evidence for the prosecution of guilty persons,” explained prosecutor Totko Totev, spokesman for the Veliko Tarnovo District Prosecutor’s Office.

The prosecutor overseeing the case, Plamena Petkova-Dimova, specified that for now the investigation is against an unknown perpetrator.

“The investigation has been assigned to the ODMVR-Veliko Tarnovo, and immediate actions have been ordered. On-site inspection and sample seizure pending. Experts from RISV-Veliko Tarnovo will also participate in these procedures. Interviews of witnesses, construction workers, etc. are forthcoming. Information and documentation will be requested from the eco-inspection, from the contractors and construction contractors. It is yet to be established what quantities of construction materials have been dumped in nature and what areas are contaminated,” announced prosecutor Dimova.

She explained that the prescribed punishment for the act in question is from 1 to 5 years in prison and a fine from 5,000 to 30,000 BGN.

“We thank the citizens for their public response by filming and publishing the act. We obtained information about this drastic case from publications in the media, and so far we do not have any information about the case from the RIOSV. Therefore, we appeal to all institutions that it is appropriate to be notified as a competent authority to assess whether there is evidence of a crime committed and, accordingly, whether to commission an investigation or initiate proceedings,” stressed prosecutor Totko Totev.
