Before the session: Councilors urgently want Sarafovo Regional Office: Black Sea lighthouse

A day before the session, municipal councilors insist with an urgent report for the disclosure of the Regional Office of the ODMVR-Burgas in Sarafovo. The entire Municipal Council is united around the idea, it is clear from the request submitted to Interior Minister Kalin Stoyanov.

The reasons state that a meeting was held in the neighborhood on April 18, where the urgent problem of opening a police station there was discussed.

“The present municipal councilors saw the desire of the citizens to receive an answer from the Minister of the Interior regarding the possibility of opening a section on the territory of the neighborhood. Despite numerous attempts to obtain a positive opinion, so far, there is no result for this very important public social problem. Municipal Council – Burgas is the body that protects the interests of the citizens, and at this moment it is necessary to intervene with a draft decision for an opinion from the Minister of the Interior. for the opening of a plot in the Sarafovo district of the Fifth RU- ODMVR BURGAS,” the report says.

We remind you that the director of the ODMVR-Burgas, senior commissioner Emil Pavlov, commented on the topic ahead of time and then stated that the directorate is dealing with the current resource allocated to Sarafovo.

“During the summer months of May – September, we send additional forces there, not only from the Fifth District Office. There are both from the “Specialized Police Force” sector, who patrol the area, and officers from the “Criminal Police” department, who prevent the commission of thefts, which mainly prevail during the summer season along the beach. So, at this stage, the ODMVR – Burgas is dealing with the available resource and in the busy months of May – September we are redirecting additional forces of the Regional Directorate to support the Fifth Regional Administration”, said Senior Commissioner Pavlov in September 2023 to a reporter of “Black Sea Lighthouse ” and noted that compared to other neighborhoods and complexes, Sarafovo is the calmest and there are the fewest crimes registered on its territory.

The petitioners have also made a report on crime in Sarafovo, as well as in the districts of Cherno More and Rudnik and the villages of Bryastovets and Draganovo, which the new regional administration should eventually cover.

“Crime in the scope of the Fifth RU to the ODMVR, according to official data extracted under the order of ZDOI /document with reg. No. 251004-38/21.12.2023/, is as follows:

– for a period of 10 years – 01.01.2014 – 19.12.2023 – 6536 crimes;

– for a period of 5 years – 01.01.2019-19.12.2023 – 2,553 crimes, with crimes “against property” predominating – theft, damage/destruction of property, fraud and robbery, followed by general dangerous crimes – acts related to narcotics substances, driving under the influence of alcohol and crimes against the person.

The crime rate in Sarafovo district, Cherno More district, Rudnik district, Bryastovets village and Draganovo village, according to official data /document with registration No. 251004-35/11.12.2023/, is as follows:

– for a period of 10 years – 01.01.2014 – 19.12.2023 – 620 criminals;

– for a period of 5 years – 01.01.2019 – 19.12.2023 – 168 crimes, with crimes against property prevailing – theft, damage/destruction of property, fraud and robbery, followed by crimes against the person – assault, bodily harm and general dangerous crimes – actions with narcotic substances, driving a motor vehicle after consuming alcohol,” the cited statistics show.

The report adds that there is an increase in registered crimes as in 2023, which has already passed, there is a decrease in committed crimes as the reason for this is latent crime – or in other words, crime not reported to the law enforcement authorities for one reason or another.

“The lack of a local unit that is located in the neighborhood determines the fact of the lack of security among its residents. In this way, the possibility of quick reaction and registration of a crime is compromised, which, in turn, strengthens the feeling of impunity and lack of control and security among citizens. The opening of a section will raise the feeling of security among its residents – children, young parents, pensioners, and will increase the possibility of dealing with crime in the other satellite towns of the Black Sea district, Rudnik district, the village of Bryastovets and the village of Draganovo”, argue are the importers.

Last but not least, the opinion of the head of the Fifth District Administration – Burgas, which states that it is economically inexpedient to open a new section, is indicated.

“The economic focus, however, cannot be the driving force in ensuring the need for security and the ability to quickly respond to law enforcement agencies,” the advisers wrote.

A few days ago, the activity of the Kameno District Administration, which was closed some time ago, was resumed and came under the control of the Second District Administration – Burgas.
