The composition of the Regional Electoral Commission /RIC/ in the Nineteenth Electoral District – Ruse for the elections for members of the European Parliament from the Republic of Bulgaria and for people’s representatives on June 9 this year is clear. We remind you that the political forces failed to reach a consensus at the consultations held with the regional governor Danail Kovachev. Thus, the composition of RIC-Ruse for the upcoming 2 in 1 vote had to be determined by the Central Election Commission /CEC/. The dispute was about the chairmanship of the committee, and then it moved to the position of secretary. Initially, the election of the chairman /candidates were from “Vazrazhdane” and “BSP for Bulgaria/” blocked the consultations, since “Vazrazhdane” were categorical that they would not back down. They stated that as a compromise they would only give the chairmanship if they had a secretary. However, we remind you that only PP-DB submitted a request for a secretary. At the same time, “Vazrazhdane” did not want to take the vacant fourth place of deputy chairman. Despite Kovachev’s repeated calls for constructive dialogue and avoiding irrelevant political rhetoric, it turned out that there was no consensus.

It is clear from a published decision of the CEC that the chairman of RIC will be Milena Hinkova, nominated by “BSP for Bulgaria”. We remind you that in the last five votes it was she who headed the committee. She is a lawyer by profession and has many years of experience in making elections. For the first time, RIC in Ruse will have four vice-chairmen. These are Stella Stoilova, nominated by “GERB-SDS”, Sheinur Eyub from DPS, Liliana Vladimirova from “Vazrazhdane” and Ina Raicheva from “There is such a people”. Secretary of RIC will be Ivan Doinov from PP-DB.

The distribution of the seats of the parliamentaryly represented political forces in RIC is: GERB-SDS – 4 members, PP-DB – 3 members, DPS and “Vazrazhdane” – 2 members each, “BSP for Bulgaria” and ITN – 1 member each. This number also includes the management team. The members of the RIC, outside the management team, are: Miglena Angelova, Borislav Zhechev, Stefan Donev, Branimir Stefanov, Stefan Bonev, Esin Veisalova-Miteva, Dimitar Dimitrov.

The decision of the Central Election Commission is subject to appeal to the Supreme Administrative Court through the CEC within 3 days of its announcement. However, such an appeal does not stop the activity of the RIC.

During the week, regional governor Danail Kovachev will hold a meeting with RIC regarding the preparation of the elections. During it, details of the work plan of the two institutions will be discussed, so as to guarantee a fair and transparent vote.
