Innovations in the ordinance for the transport of passengers in urban transport in Vratsa will be discussed by the municipal council at its upcoming meeting on April 30. They relate to the integration of modern electronic processes for issuing and using vehicle documents.
The need for the change is a consequence of the implementation of the project for the modernization of urban transport in the municipality of Vratsa, which replaced all trolleybuses and buses in the city with ecological ones. Within the framework of the project, a central passenger billing and information system, on-board and control devices, as well as those for the initial issuance, loading and sale of travel documents, electronic and static boards for public transport stops, etc., were purchased.
However, it has not yet been put into operation, and in order to do so, it is first necessary to update the current regulations for the carriage of passengers and conditions for traveling with vehicles owned by “Trolleybus Transport – Vratsa”, in order to regulate the methods of issuance and loading of vehicle documents, their value and validity period, as well as the preferential conditions for use.
The introduction of the integrated system in public transport vehicles allows the use of new types of tickets issued on an electronic medium. The results that are expected to be achieved after the implementation of the regulation are: increasing the attractiveness of public transport, increasing the number of passengers in urban transport and reducing car traffic, increasing the convenience of transport services and improving the control of revenue from vehicle documents . In addition, passengers will have a choice when purchasing transport documents.
Among the main new provisions in the regulation are:
– Simplification of the existing tariff policy by introducing electronic transport documents, paper-based transport documents issued through a fiscal device, subscription cards, stimulating citizens to use long-term transport documents as the most profitable way to travel by public urban transport on the territory of a municipality Vratsa.
– Regulated conditions for purchasing and validating a transport document or travel card;
– Trolleybus transport – Vratsa” EOOD to be the main issuer of transport documents;
A passenger with a regular transport document has the right to transport in public city transport vehicles:
• Free hand luggage, the sum of the three dimensions of which does not exceed 140 cm. The passenger’s luggage must not pose a danger to other passengers, not obstruct the visibility of the driver of the vehicle and not pose a threat to the security and safety of traffic.
• Personal luggage of larger dimensions than those specified in item 1, which is determined with a measuring device, after charging with an additional ticket for a single trip (pre-purchased or purchased by the driver) – for each unit of personal luggage separately. For each chargeable but not chargeable piece of baggage, the passenger shall purchase an irregular passenger ticket.
• Free pram with a child or a pram with a disabled person. Strollers without a child or disabled person in them are charged with an additional single-trip ticket issued by the driver, purchased and validated when boarding the vehicle.
• Free, uncaged, police dogs, guide dogs for blind people and dogs in training as guide dogs for blind people, upon presentation of the dog’s veterinary passport and a card certifying its status.
• Free pet, placed in a cage with dimensions up to those allowed for the safe carriage of hand luggage under item 1, provided that it does not pose a risk of causing injury, damage and does not pose a threat to the other passengers or the driver by not being placed on the vehicle seats.
However, the passenger’s luggage must not pose a danger to other passengers, obstruct the visibility of the driver of the vehicle, or pose a security threat. The passenger is responsible for the luggage, pet or sports equipment carried by him, as well as for the hygiene in connection with their carriage.
The price of the ticket for a single trip, purchased at the ticket office, will be maintained, and those purchased by the driver will be increased, it is clear from the report to the municipal council.
Two more items on the agenda of the local parliament are related to changes in the passenger transport regulation. The first concerns hand luggage. A passenger with a regular ticket can carry a bag up to 60/40/40 cm free of charge. After numerous reports from citizens, it became clear that this provision is being interpreted inconsistently by citizens and screeners due to the use of shopping bags mounted on a carrying device with wheels and handle, which did not exist on the market when the regulation was adopted. And although the text explicitly states that only the bag is measured, the inspectors also measure the wheels. Thus, after the amendment, the text reads: “A passenger with a regular transport document has the right to carry hand luggage with the dimensions of the bag, without the transport and carrying facility – shopping cart type, in centimeters up to 60/40/40″ for free. Baggage larger than those specified is charged for each individual package with a single journey ticket (pre-purchased or purchased by the driver).”
On another point, the senators will vote to give “Trolleybus Transport – Vratsa” EOOD the newly built stops on the territory of the city free of charge, with the aim of using them for their purpose by the company. 35 parking shelters have been replaced for the needs of mass urban transport users. Under the modernization project, a passenger information system will be put into operation. It is planned to place 15 dynamic and 150 static information boards at the stops in the city.
