The regional election commission in Kardzhali has started work. Its first meeting was scheduled for 5 p.m. on April 22, and the first decisions were related to organizational issues. The commission works in the building of the regional administration, in room 202, with working hours every day from 9 a.m. to 5 p.m. It is highly likely that the election papers will be handed over after the end of the election day in the theater building, the functionality of which has been proven in practice for the last several votes. This was reported to Radio Kardzhali by the chairman of RIC Ivan Robov.

We remind you that on June 9, two elections are to be held – regular elections for members of the European Parliament and early elections for people’s representatives.

These elections will be extremely complex as an organization, Robov emphasized. And explained: “And another time we held “two in one”, but now we have a completely different type of election, in which there is a preferential element, which means that the sectional commissions will fill out two separate protocols, in which the voters will be able to give preferences. This, in itself, is complicated from a legal and practical point of view“.

In the sections where there are up to 300 voters on the list, there will be no machine, Robov recalled.

Based on his many years of experience in election commissions, he predicts that among the serious problems will again be the competence of the members of the SEC. “This is also a problem for the parties themselves, because they cannot send out well-trained members of sectional committees“, commented the chairman of RIC. And this year, the Regional Commission will conduct the necessary trainings, but “the problem is that we have a permanent change of the members of the sectional election commissionsleading to uncertainty and problems on election day and beyond“, stated the election expert.

According to his opinion, this problem can be solved with the formation of the so-called semi-professional committees. “But this can cost the state a lot of money. It has to be considered very carefully whether it will workRobov said.

The introduction of this type of election administration, however, requires that the regulatory framework for conducting elections be more conservative and not undergo changes before each vote, the lawyer explained. Introducing a professional or semi-professional election administration would be a good start, the expert believes.

Differences in the “residency” requirements of those entitled to vote also complicate the work of SECs.
