Successful European projects in the Targovishte region and new ones to be implemented were discussed by the participants in the local conference on the “Europe in the Balkans: Common Future” project, which took place today in the National Press Club of the Bulgarian Telegraph Agency (BTA) in Targovishte. The project is implemented by BTA with the support of the European Commission and builds on the already implemented project “Europe in Bulgaria: a common future”. Among its objectives are a better understanding of the role of cohesion policy, including in the Balkans; raising awareness of projects financed by the European Union through cohesion policy; promoting an open dialogue about the results of its implementation at the local level, as well as civil participation in issues related to cohesion policy.

In our region, European funding also has an important economic role,” said the regional governor of Targovishte Gergana Tsoneva, who opened the forum, welcomed the organizers and participants of the conference and emphasized that the benefits of the European programs are visible to everyone.
According to her, through the implemented projects during the previous program periods, all residents of the district have witnessed the improved appearance of the settlements and the significant improvement of the living environment. “They are also an effective way to implement projects that increase the levels of development and build a competitive environment, both in the region and throughout the country,” Tsoneva pointed out. The regional governor noted that the implemented projects in the Targovishte region are not few in number, with great significance and scope, giving a good place to the Targovishte region in the North-Eastern region of Bulgaria. “And the accumulated experience, expertise and capacity in the working groups that worked on the implementation of the European projects in the various sectors is the basis for future development and upgrading of what has been achieved,” added Gergana Tsoneva.

The total value of the projects amounts to the activities that are implemented amounts to BGN 131 million, said Antoaneta Marcheva, an expert at the Regional Information Center (OIC) in Targovishte.
She pointed out that the projects at the border of the two program periods are primarily aimed at meeting the needs of both businesses and citizens in a risky situation. During this period, eight contracts were concluded under the Operational Program “Human Resources Development” with five beneficiaries with a total value of BGN 700,177. The number of contracts under the Operational Program “Innovations and Competitiveness” is 12, with the grant amounting to BGN 945,027. Over BGN 54,700 is the grant for a project of the Municipality of Targovishte, implemented under the Operational Program “Regions in Growth”. Contracts were also concluded under the Operational Program for Maritime Affairs and Fisheries, Good Governance and for Local Development, Poverty Reduction and Improved Inclusion of Vulnerable Groups. There are 164 projects under the Human Resources Development Program (HRDP) in the Targovishte region worth BGN 70 million. There are 11 municipal projects under the HRDP worth nearly BGN 10 million, Marcheva pointed out. According to the National Recovery and Sustainability Plan (NRSP), 55 contracts for nearly BGN 47 million have been concluded. They are aimed at technology and cyber security, construction of photovoltaic plants for self-consumption, technological modernization, support for energy-efficient street lighting systems. Funds were also approved for the modernization of the educational environment, school STEM environment, construction of centers of excellence. There are a total of 40 beneficiaries, and the grant is over BGN 40.6 million. In the period from 2021 to 2027, under the Human Resources Development program, 11 contracts were concluded by the five municipalities that are beneficiaries. Under the “Food and basic material support” program, there are six contracts for BGN 5.6 million, added Marcheva.

R. Slaveykov” and Kindergarten “March 8” in Targovishte. According to the chief expert, the general goal of the project proposals is to create conditions for the provision of modern and competitive education by improving and modernizing the educational infrastructure, and through their implementation it is expected to improve operating conditions, to increase the energy efficiency of buildings, to create a school learning environment that promotes social responsibility, creativity and learning.
“With the implementation of the projects, energy efficiency measures will be introduced in the educational institutions through thermal insulation of the floor, walls and roof and through the replacement of windows. Photovoltaic installations will be installed in the four sites, and a solar installation will be installed in the Second Secondary School and the Third Primary School. A hybrid heating installation and a hybrid installation for domestic hot water will be built in the “March 8″ Kindergarten,” explained Stoyanova. She added that internal renovations are planned in the educational institutions, and service rooms with an accessible environment for people with disabilities will be built, flooring will be replaced, and walls will be painted. In 2 secondary schools, 3 primary schools and the kindergarten, an external elevator will be built for access by persons with disabilities.
“Engineering contracts have been concluded for the three schools, and the investment projects are being prepared at this stage. An engineering contractor is yet to be selected for the “8 March” DG”, added the expert.

The Concept for the Modernization of the Urban Environment includes investment activities related to the implementation of infrastructure measures. Partners of the local administration in it are Municipal Markets Ltd., the Regional History Museum and the National Revenue Agency – Targovishte. The concept includes improvement of the territory of the Cooperative market, major repairs and renovation of the “Dechko Stefanov” Sports Hall, the Workers’ Sports Complex and the “Nedelcho Kamov” Sports Complex. Restoration of the Sveshtarova house, renovation of the building of the NRA – Targovishte, improvement of a block-long space in the area of ​​”Skopje” street are also planned. Repairs of more than 30 km of municipal roads are also planned. They are in the following directions: Ruets – Ovcharovo; Davidovo – Bistra / Davidovo – Ralitsa; Makariopolsko – Alvanovo – Hunter – Osen. A plan for sustainable urban mobility of Targovishte Municipality will also be developed, Radoslavova pointed out.
She explained that in the concept “Economy and mobility in the interest of the people” of the Municipality of Dobrich, in which Targovishte participates as a partner, four projects are included, including the improvement of two urban areas with playgrounds and places for parking and rehabilitation of streets. The improvements are on two residential areas. The first one is locked between Graf Ignatiev, Han Krum and Parvi May streets. The second zone covers the space between “Paisii”, “Trapezitsa”, “Bregalnitsa” and “Kyustendza” streets. In both neighborhoods, the idea is to set aside parking spaces, sidewalks, service alleys, landscaping, plumbing, and lighting. More repairs are planned on “Shipka” street and a service street from “Al. Stamboliyski” to the cold store. The project ideas are worth BGN 9.1 million.

The project will involve the rehabilitation of the water supply network in the village of Kamburovo and the reconstruction of the section from the push water supply to the “Iliino” waterworks and the internal water supply network along “Vitosha” street and “Buzludzha” street in the village of “Iliino” , the expert pointed out. According to her, another important project that is also yet to be implemented is “Rehabilitation and modernization of the street lighting of Omurtag Municipality”. It is under the National Plan for Recovery and Resilience and has a total value of BGN 821,029. The project covers the rehabilitation and modernization of artificial outdoor lighting systems in 40 settlements – the municipal center and villages in the municipality.
According to the procedure for the modernization of the educational environment, a project for the renovation of the infrastructure and measures to increase energy efficiency, repair and supply of equipment and furnishings of the building of the Primary School “Acad. Daki Yordanov” in Omurtag with a total value of BGN 2,479,313. Under the program for the development of rural areas, a project is being implemented to introduce energy efficiency measures at the “Nikolov Vaptsarov” Primary School in the village of Vrani Kon, the “Simeon Velchev” Profiled High School ” in Omurtag and Primary School “Hristo Botev” in the village of Kamburovo. A project for the energy renovation of the Sports Hall in Omurtag worth BGN 1,623,955 has also been approved, added Rumyana Ilieva.
