14 cases of work without an employment contract in Silistra

The control bodies of the Silistra Labor Inspection Directorate have carried out 215 inspections in 250 enterprises with 4,798 workers and employees employed in them. The total number of detected violations of labor legislation is 1,462, Eng. Dancho Dachev Dimitrov, director of the control body in the regional city, informed KVORUM.

There were 776 violations of the provisions for ensuring health and safety at work. 686 cases were found in the implementation of labor relations.

And in 2024, the main focus of the Labor Inspectorate remains the prevention of undeclared work with an emphasis on work without an employment contract. For the first three months of the year, 14 cases of work without an employment contract registered with the National Revenue Agency were established. In order to strengthen the presence of the control bodies at sites that are risky in terms of undeclared work, rapid control checks will be carried out throughout the year, specifically aimed at the lawful emergence of employment relationships.

The labor inspectorate uses the occasion to remind workers that the employment contract is concluded before starting work. The employer is obliged to provide the worker or employee with a copy of the concluded employment contract, signed by both parties, a copy of the notification with which he was registered with the National Revenue Agency, as well as a job description. The employer does not have the right to admit a worker to the workplace before he has registered his employment contract with the NRA.

Labor inspectors have the power to stop facilities, machines and equipment when the detected violations directly endanger the life and health of workers. Since the beginning of the year, this measure has been applied 14 times. The persons removed due to lack of legal capacity are 16. These measures are of a preventive nature and lead to the prevention of occupational accidents and, in some cases, to the saving of human lives.
For the first quarter of 2024, 58 items have been compiled. acts to establish administrative violations. The sum of the issued criminal decrees is over BGN 71 thousand.

In March 2024, labor inspectors from the “Labor Inspection” Directorate based in Silistra held meetings with the students of the PGM “Vladimir Komarov”, PZG “Dobrudja” and PGS “Peño Penev” in the city. The young people had the opportunity to learn about the activities of the Main Labor Inspectorate. Young people were informed about their rights and obligations when starting work and had the opportunity to ask questions related to labor law.

In February 2024, the General Labor Inspectorate launched the national campaign “Come home after work! Someone is waiting for you there.” with the support of the Ministry of Labor and Social Policy. Within the framework of the information campaign, regional conferences are held with an emphasis on safety and health at work. The aim is to discuss the problem of occupational injuries at the regional level together with the representatives of social partners and employers and to raise awareness of the compliance of safety rules by employers and workers. So far, informational events have been organized in the cities of Pazardzhik, Vratsa, Burgas and Sliven, etc. An organization has been created to hold the regional conference in the town of Silistra after May 2024.
