Ruse Municipality reminds that the application deadline in The main phase of an integrated project “Bulgarian municipalities work together to improve the quality of atmospheric air” – LIFE-IP CLEAN AIR under the “LIFE” Program of the European Union for the transition to alternative forms of household heating is 30/04/2024

The following will be financed free of charge under the Scheme:

  • the permissible heating equipment;
  • the installation of new heating equipment in households’ homes;
  • training households on the operation of the installed new heating equipment;
  • prevention of delivered and installed heating devices under the Scheme – only once for the first year after the delivery and installation of the heating device/s;
  • the warranty service for a five-year period of the heating appliances delivered to the household.

The criteria for applying for the project are as follows:

1. The candidate ea is the owner/co-owner of a home that is heated by wood and/or coal heating device(s). The apartment must be located at an address that falls within the following territorial scope: The territory of the city of Ruse, without the districts of Sredna Kula, Dolapite, DZS Obraztsov chiflik and villa areas around the city.

2. To secure the consent of co-owner/co-owners of the dwelling in which the old heating equipment will be replaced with new heating equipment, in case the applicant who submits the application documents owns less than 51% of the ideal parts of the property (this requirement applies if there is such co-owner(s). Consent is provided by signing a declaration form by a co-owner/co-owners who, together with the applicant, owns at least 51% of the ideal parts of the home.

3. The apartment, for which the replacement of the heating equipment is applied for, should be used only for residential purposes and there should be no registered trader at the address of the apartment within the meaning of the Commercial Law.

4. In the Application Form, the applicant has stated a desire to receive, free of charge, a precisely defined eligible new heating equipment from the specified types of heating equipment in the current call for applications under the Main Phase of the project for transition to alternative forms of household heating. The applicant is not allowed to apply for another type of heating equipment and more heating equipment, except for the following heating devices: one type of pellet heating equipment, one type of natural gas heating equipment and one type of air conditioner.

5. To be familiar with and to declare agreement with the content of the draft contract with the municipality, which the applicant should subsequently sign for the supply, installation and warranty service of the new heating appliances, including consent to the free transfer of the old heating appliances to wood and/or coal to the municipality for the purpose of their subsequent recycling. To this invitation in Appendix No. 4 publishes four standard contracts – for delivery and installation of a hot-air pellet stove; for delivery and installation of a fireplace with pellet water jacket; for delivery and installation of natural gas heating equipment, for delivery and installation of air conditioning.

6. To agree voluntarily to provide his personal data for use for the purposes of the application in connection with the requirements of the legislation for the protection of personal data. In accordance with the requirements of the General Data Protection Regulation (GDPR), as of May 25, 2018, a Privacy Notice is signed in such cases. A confidentiality notice is also signed by the co-owner/s of the property where the new heating equipment is delivered, in the cases specified in this invitation.

7. Not to have used grant funding from national or municipal programs, or EU programs or other programs for the purchase or provision of heating devices.

8. To have paid the local taxes and fees due at the time of application for the real estate in which the heating device/s will be replaced.

9. To have submitted a correctly completed Application Form (according to the model) with attached documents and declarations for participation in the Project.

10. Only for applicants wishing to switch from wood and/or coal heating to natural gas heating, to have technical access to supply natural gas from a licensed gas distribution company through a central gas distribution network.

11. Only for applicants wishing to switch from wood and/or coal heating to natural gas heating for homes that are outside direct access to the central gas distribution network, it is technically possible to supply natural gas for heating from a licensed company.

12. Only for applicants whose property is located in a building in condominium mode and the building is gasified for the first time, there must be a Decision of the General Assembly of the condominium, adopted by a majority, according to the Law on Territorial Planning and the Law on condominium management.

Application documents can be submitted every working day from 8:30 a.m. to 5:30 p.m. in the building of the Municipality of Ruse, 6 Olimpi Panov St., 4th floor, 2nd floor.
