With the questioning of witnesses and the hearing of experts, the Plovdiv District Court continues the case against the former police officer Ivan Dachev /45/, who is the son of the long-time ex-mayor from the BSP of the “Maritsa” municipality, Zapryan Dachev, who is accused of the intentional murder of his own grandmother.

Dachev was arrested for brutally beating the 95-year-old woman on December 14, 2022, as a result of which the disabled woman is resting.

Judge-rapporteur is Tsvetan Tsvetkov.

Dachev is a former police officer and one of the faces of the protests in Plovdiv from 2020 and 2021.

In the last months before the murder, Dachev lived with his 95-year-old grandmother in the same apartment, constantly harassing and beating the sick and immobile woman.

Ivan Dachev systematically abused alcohol, and on the evening of December 13, in a drunken state, he once again raised a scandal with his grandmother, kicking and hitting her on the head and body, after which he went to bed.

The next day, he again brutally beat her, this time to death.

When the nurse hired to look after her arrived, she found a horrific scene of blood all over the room.

The grandson indifferently lied that his grandmother had fallen out of bed, but the woman called the police and an ambulance.

The old woman was admitted to hospital in a coma, where she died despite the efforts of doctors.

Ivan Dachev was fired from the police more than 10 years ago after an investigation revealed numerous abuses and irregularities.

Two years ago, Dachev was a regular participant in the Plovdiv protests.

He presented himself as repressed and debunked the politicians and parties of the status quo from the square in front of the municipality every Thursday at the regular protests.

Dachev Jr. was dismissed in March 2010 from the Third RU by the then head of the Ministry of Internal Affairs of Plovdiv, Senior Commissioner Todor Chonov, who is now the Deputy Mayor for Transport.

A year later, he, the ex-head of the Third RU Georgi Ralchev and operative Kostadin Baleykin went to court for official crime and abuse of office.

Ralchev was granted bail of BGN 2,000 and is retired from the Ministry of the Interior. Ivan Dachev was given BGN 1,000 bail and was dismissed on disciplinary grounds.

He had paid so much after the decision of the District Court and Baleykin.

According to the indictment, Ralchev failed to fulfill his official duties by not documenting an operational conversation with Yordan Dobrev, exceeded his authority by releasing a perpetrator of a crime in pre-trial proceedings, as a result of which the investigation was stopped, and the perpetrator was not identified.

In addition, Ralchev did not notify the district prosecutor’s office of available information about a crime committed by his employee, did not allow lawyer Zoya Toshkova to visit her client detained in Treto’s custody, prevented the collection of evidence and did not initiate disciplinary proceedings and did not impose punishment on the son of the mayor of Maritsa after he abused his official position.

Ivan Dachev was accused of breaching his official duties and manipulating various checks.

The indictment cited a case where a few months after a robbery of a French citizen in the spring of 2009 on Maritsa Blvd., an operative came across a trail that led him to a suspect.

The official sent a summons to Georgi Beshirov – the son of a Plovdiv businessman. On the day Beshirov received the summons, Dachev intervened and the case was frozen.

A charge was brought against Baleykin that he failed to fulfill his official duties by not filing and registering a report of a committed crime, as a result of which there were harmful consequences and damage to the prestige of the Ministry of Internal Affairs.

The large-scale investigation of the Inspectorate of the Ministry of Internal Affairs against the three officers began after a report by the investigator from the Third District, Georgi Ivanov.

In a complaint to the Minister of Internal Affairs, he described the irregularities, and Ivanov himself also claimed that he was a victim of machinations in the District.

His colleagues reported to the prosecutor’s office that he hid a laptop subject to a crime. The District Prosecutor’s Office charged Ivanov with an official crime under Article 288 of the Criminal Code, according to which he assisted a criminal to avoid criminal responsibility.

The computer was later found in the teller’s cash register.

At first instance, Ivanov was acquitted.
