In preparation for the Municipal Council session on April 30, local parliamentarians from 8 standing committees discussed 20 reports today. They were introduced by: Mayor Dobrin Dobrev, the Chairman of the Municipal Council Galina Georgieva and Deputy Mayors Habibe Rasim and Zornitsa Evgenieva, at the committee meetings they were represented by Deputy Mayors Polina Ivanova, Habibe Rasim, Zornitsa Evgenieva and Elka Nedelcheva.

Councilors will vote on an amendment to an ordinance at the session in April. It is about Ordinance No. 14 of the Razgrad Municipal Council on the determination and administration of local fees and service prices on the territory of the Municipality in relation to the cancellation of entrance ticket prices paid for visits to the Regional Historical Museum-city. Razgrad /ROME/. These fees were voted by the local parliament in 2016, but after an appeal to the Administrative Court-Razgrad, it was found that this decision contradicted the Law on Cultural Heritage, according to which the prices of entrance tickets to state and municipal museums are set by their director in agreement with the museum funding body. “It is beyond the competence of the Municipal Council to determine the prices of tickets in RIM-Razgrad with an Ordinance, and only the director of the museum has this authority after the relevant agreement with the municipality of Razgrad. This regulation imposes the conclusion of the illegality of the specified texts of Ordinance No. 14 of Razgrad Municipal Council,” the report notes.

Among the reports with a social orientation is the one on extending the period of provision of integrated health and social services in a home environment under the project “Care at home in Razgrad Municipality”, financed under the “Human Resources Development” Program 2021-2027, procedure through direct provision of grant BG05SFPR002-2.001 “Care in the home”. According to the initial contract, the project was supposed to end on May 1, 2024 after a 12-month implementation period, but a contract has already been signed with the Managing Authority for a 6-month extension. With the decision the local parliament is given consent to amend the Act on the awarding of the service of general economic interest “Care at home” in connection with the extension of the term of providing the service “Care at home” from 12 months to 18 months under the project “Care at home in Municipality of Razgrad”, starting from 01.05.2023, the service is performed by Home Social Patronage, through which 285 needy residents of the municipality are supported.

Among the proposed reports is the extension of the period for accommodation and tenancy with the tenant of a private municipally owned residential property of a family of four that meets the requirements to be accommodated in municipal housing.

The majority of the report notes are related to the sale, provision, establishment of building rights or letting of municipally owned properties. Among them, several are in the villages of the municipality of Razgrad, and 30% of the revenues from the transactions will be used to finance the construction, for basic and current repairs of social and technical infrastructure on the territory of the specific villages – Kichenitsa, Ostrovche, Prostorno, Jasenovets, Mortagonovo. Among the reports there is one for the sale of a private municipal property owned by the owner of a building legally built in it in the “Perister” business zone. It is a warehouse for metals and inventory with the possibility of sale” of “Bonev” OOD. The proposal in the report is to carry out a sale at a market price determined by a licensed appraiser – BGN 84,015.80.

The councilors are also going to vote on permission to prepare a project for a detailed structural plan – a parcel plan for the elements of the technical infrastructure, outside the boundaries of the urbanized territories and a plan-scheme for electric power supply in the urbanized territories – a low-voltage 0.4 kV cable line for connection to the electricity distribution network of the site “Photovoltaic power plant with a power of 30 kV” in a landed property in Pobit Kamak.

Among the reports is a proposal to hold auctions from DKC-1 for renting an office and part of a property for placing a vending machine for drinks, after the previous contracts have expired.

With their decision, the councilors are to determine the Annual Grazing Plan, giving consent for the provision of pastures, pastures for common and individual use together with Rules for the use of pastures, pastures and meadows from the municipal land fund of the Municipality of Razgrad. The total area of ​​pastures in the municipality from the Municipal Land Fund is 24,447,806 decares, distributed by land. 13 farmers with livestock facilities, in which a total of over 1300 animals – cows, sheep and goats – are raised, have submitted applications for the use of the pastures.

One of the commissions is meeting for the first time today on culture, cultural-historical heritage and spiritual values, therefore its meeting began with the election of a vice-chairman, Bilyana Asenova was elected.
