In the program for emergency repairs of the Road Infrastructure Agency for the Smolyan region, 5 sites are planned for which strengthening works will be carried out in 2024. In December 2021, the heavy rainfall and the incoming waters of the Arda and Shirokolashka rivers and the melting of snow in early 2022 they damaged sections of the third-class road network. In 2022-2023, the Road Infrastructure Agency announced public tenders for the selection of contractors, concluded contracts and developed projects for carrying out the strengthening works. The sites are expected to start during the current construction season.

The first site is for permanent, restoration and strengthening activities on the republican road III-866 Smolyan – Stoikite – Shiroka Laka – Devin in the sections at km 27+500, 34th, 37th, 47th, 48th and 50th and kilometer. For the strengthening activities at the 27th and 47th km, on March 28, 2024, the API submitted a request to the Ministry of Internal Affairs and Communications for the approval of the partial work projects, and the project was approved and a Construction Permit No. RS-28/03.04.2024 was issued from the Minister of Regional Development and Public Works. For the sections at the 34th, 37th, 48th and 50th km, the projects are yet to be approved by the API. It is planned that they will be submitted to the MRRD by May for approval and issuance of a construction permit. For the implementation of the strengthening activities, a contract was concluded with the DZZD BLG-2022. Its value is BGN 1,138,920 including VAT. The funds are from the API budget. The term for carrying out the construction and installation activities is 180 calendar days.

The second site envisages repair works on three sub-sections on the third-class road III-866 Smolyan – Stoikite – Shiroka Laka – Devin at km 27+300, at km 28 and 41. The compromised sections are near the villages of Vodata and Breze. For the sub-section at km 27+300, API submitted a request to the Ministry of Regional Development for approval of the partial work project at the end of March, and the project was approved and Construction Permit No. RS-27/04/03/2024 was issued by the Minister of Regional Development and public works. For the other two sub-sections, the partial work projects are yet to be approved by the API and by the end of May they will be submitted to the MRRD for approval and issuance of a construction permit. For the implementation of the object, a contract was concluded with the DZZD BLG-2022. Its value is BGN 708,000 including VAT, and the term is 180 calendar days.

The Agency’s program also includes restoration and strengthening works on the national road III-197 Borino – Teshel – Devin, in the sections at the 78th km and between the 85th and 86th km. Approval of the partial work designs for the repair of each of the sections is pending, after which they will be submitted for approval and issuance of a building permit. The plans are to do this by May. The contractor for the design and construction and installation works is DZZD BLG-2022, the value of the contract is BGN 2,360,820 including VAT, and the term is 180 calendar days.

The implementation of permanent, restoration and strengthening activities at the 18th km of road III-8683 (Rudozem – Smolyan) – Chokmanovo – Smilyan – Košice – Mogilitsa – Arda – Gorna Arda is also planned. The strengthening activities will be in the section before the village of Mogilitsa. The section is the only road connection of the six settlements through which it passes: Chokmanovo, Smilyan, Mogilitsa, Byala Reka, Arda and Gorna Arda. A partial working project has been prepared for the site, which is yet to be approved by the API. The selected design and construction contractor is DZZD VIKTORI 2022. The value of the contract is BGN 136,800 including VAT, the design term is 60 calendar days, and the construction and installation activities – 180 calendar days.

This year, further restoration and strengthening of the national road III-864 (Chepelare – Sokolovtsi) – Pamporovo – Stoikite is planned in the sections at the 6th, 7th and 10th km. Approval of the partial work projects for each of the sections of the API and their submission for approval and issuance of a construction permit by the Ministry of Planning and Development is pending.

The design and construction contractor is DZZD BLG-2022. The value of the contract is BGN 500,580 including VAT. The term for design is 60 calendar days, and for construction – 180 calendar days.
