This is a standard problem of despotic regimes in which the decision-making procedure is mostly arbitrary and personalized in nature. In fact, a key decision is made either by a very limited circle of people, or by one person at all without much consideration, since in such cases it is not the decisions themselves that are considered, but their implementation. It is clear that with such a decision-making system the probability of error is much greater, but I will repeat myself – it is
