The collegium of judges initiated disciplinary proceedings against two judges from the Sofia District Court (SRC).

One is against civil judge Rumyana Zaprianova, and the other against Varban Varbanov from the Criminal Division.

The proposals are made by the chairman of the SRS, Alexander Angelov, and at the meeting of the collegium it was not clear what the alleged violations were.

Tsvetinka Pashkunova, Stefan Grozdev and Daniela Marcheva were chosen as members of the disciplinary panel in the proceedings against Zapryanova, and Olga Kerelska, Boyan Magdalinchev and Sevdalin Mavrov will review the proposal against Varbanov.

I.F. the president of the district court in Gabrovo, Veselina Topalova, has proposed to initiate disciplinary proceedings against the head of the district court in the city, Plamen Denev, for systematic non-compliance with the deadlines and inaction in the preparation of the relevant acts.

However, it became clear at the meeting that there are ambiguities and discrepancies in the proposal. It is claimed that 19 cases were delayed, but in the attached documents there were 17. For three of them, it is stated that as of April 15 of this year reasons have not been prepared, but the period of the delay has not been specified. In addition, for one of them, different dates are indicated on which it was announced to be resolved.

The panel of judges gave Veselina Topalova a seven-day deadline to remove the irregularities, to provide additional data to clarify the subject of the disciplinary proceedings, and to present the reports from the inspections carried out to assess compliance with the deadlines for initiating the disciplinary proceedings.

Today, the Judicial College unanimously elected presidents of three courts.

Elena Yanakieva will continue to be the head of the Administrative Court-Varna for a second term. During her presentation, it became clear that in this court the president exercises a kind of control over the correction of the coefficients for the severity of cases, as was also the case in the district court in Blagoevgrad and which served as an argument not to support Kalinka Ivanova, nominated by the general assembly (see here).

Lubomir Genov was elected head of the administrative court in Dobrich. The curious thing about this case is that he has been on this court for several months, but his colleagues unanimously nominated him for the position. During the debate, Boyan Magdalinchev stated that he was the only man, the other six judges were women, which was defined by Atanaska Disheva as sexism.

Milena Stoyanova will head the district court in Vidin. Until now, she was a rank-and-file judge there, but is unanimously supported by her colleagues for the administrative position.
