Italian police arrested 13 prison guards on suspicion of torture and ill-treatment of juvenile offendersReuters reported, citing prosecutors in Milan.

In addition to 13 guards, 12 of whom work at the Cesare Beccaria juvenile detention center in Milan, eight officers have been suspended, prosecutors said in a statement.

The juvenile prison is with staff of 50 supervisors, but there has been no director for 20 years. Reuters notes that the prison has not commented on the arrests, and the main guards’ union issued an official statement saying it was “appalled” by news of the investigation.

“We know that the guards in Italy work with professionalism and humanity. However, as always, we trust the judicial system to shed light on the matter as soon as possible,” said the SAPPE trade union.

The investigation was launched following a tip-off from the Prisoners’ Rights Ombudsman, which contained statements of minors male, as well as wiretaps and video from the jail, prosecutors said.

Milan’s chief prosecutor said the prisoners were handcuffed so they could not defend themselves, and were beaten in such a way that no scars were left.

The suspects believed that their actions were justified as instructive, in response to misbehavior by prisoners, but in fact their actions were unlawful violenceProsecutor Manela told reporters.

Reuters recalls that, like other European countries, Italy still has unresolved problems with prisons. Observers report that years of underfunding have led to overcrowding and poor living conditions for inmates.
