“Being abroad does not release a citizen from his responsibilities towards his homeland. That’s why yesterday I ordered that measures be taken to restore the fair treatment of men of mobilization age in Ukraine and abroad. It will be fair“, Kuleba writes.

The Ukrainian publication “Zerkalo Nedeli” claims to have seen a letter from Deputy Foreign Minister Andrey Sibikha, which says that the Ukrainian Foreign Ministry has ordered its consular services to temporarily stop the processing of any documents, with the exception of return certificates, of Ukrainians abroad of mobilization age.

We remind you that on March 16, the President of Ukraine Volodymyr Zelensky signed a law adopted by the Verkhovna Rada to improve some issues of mobilization, military registration and military service.

What services do the consular services of Ukraine provide, explains the Ukrainian service of the BBC. These are receiving and delivering passports, extending the validity of international passports, entering information about a child, birth certificates in the international passport.

Consulates also perform notarial services: certification of powers of attorney, permission to cross the border for minors, registration of inheritance, certification of wills, copies of documents; certificates confirming personal data, as well as issuing an identity card for return to Ukraine.

Ukraine is under martial law. Paragraphs 6 and 16 of Article 8 of the Martial Law of Ukraine provide that the government may establish a regime for the entry and exit of citizens and restrict freedom of movement.

According to the new mobilization law, which has not yet entered into force, men of mobilization age living abroad are obliged to update their data at the TCC (recruitment office). This can be done by phone or email.

According to the letter of the law, those registered with TCC have access to consular services. Whether the new service order will change this situation will become clear after its publication.

The main task of the law is to register all conscripts and update their data. This will simplify the mobilization process for the authorities, since the military registration and recruitment services (now in Ukraine they are called TCC – “territorial recruitment centers”) will have up-to-date information on potential recruits.

  • Citizens of Ukraine must contact the military registration and enlistment services themselves to obtain military registration documents. That is, TCC employees will not have to “catch” them on the streets, as often happens now.
  • Males ages 18-60 are required to update their credentials within 60 days at the Military Registration and Enrollment Office, Administrative Services Center (ASC) or online recruiter account.
  • Also, men must have and carry military registration documents and present them when requested by police or TCC officials.
  • Without these documents, Ukrainians abroad will not be able to obtain a passport or obtain consular services.
  • Citizens registered in the military can voluntarily register their electronic account.
  • Instead of conscription, the law introduced “basic military training” for citizens. It can be completed during training at universities or at training centers of the Armed Forces of Ukraine. Such preparation will begin on September 1, 2025.
  • Those who avoid mobilization will be in trouble with the law. In particular, the draft law proposes to allow the TCC to revoke the driving licenses of absconders through the courts. They will also face a significant increase in fines.
  • The Military Registration and Enrollment Service will be able to contact the police with a request to detain the draft absconder. If this is not possible, then the TCC sends the citizen a registered letter with a request to report to the military service for registration and entry. The letter is considered delivered even if the person has not received it.
  • Persons who have not completed military service or basic military training will not be able to work in the civil service, the prosecutor’s office and the police.
