The European Commission (EC) came out today with a proposal to cancel the simplified issuance of EU visas for citizens of Russia. The measure is related to Russia’s war against Ukraine and is expected to remain in place until no longer necessary.

The Commission proposes that the EU countries deepen the checks of Russians who have requested a short-term visa, extend the terms for issuing the documents and increase the price of the service. It is planned that for the issuance of a visa, Russian citizens will provide more documents, pay 80 euros instead of 35 euros, and the verification period will last 15 days instead of 10, with the possibility of being extended to 45 days.

The EU-Russia Visa Facilitation Agreement entered into force in 2007 and concerns the issuance of travel permits for up to 90 days within 180 calendar days. As of September 1 this year, about 963 thousand Russians have valid Schengen visas.

The EU ended the relaxed regime from February 25 this year for representatives of the Russian leadership and business. It is expected that the commission will soon issue guidelines for the application of the new measure, if it is accepted by the Council of the EU and the European Parliament.

The EC proposed today also to introduce an obligation in the EU not to recognize Russian passports issued to citizens of Ukrainian lands occupied by Russia, especially in the Kherson and Zaporozhye regions. The measures proposed today were previously approved by European foreign ministers meeting in Prague in August.

Russia continues to violate international law with its military actions and thereby creates security threats, European Home Affairs Commissioner Ylva Johansson said. The EC’s announcement specifies that the abolition of the reliefs will not affect the travel on a significant occasion of Russian citizens whose families include EU citizens, as well as journalists, dissidents and representatives of civil society.
