Nearly BGN 740 million are available

735 million is available for micro, small and medium-sized enterprise projects until the end of the year under the Recovery and Resilience Plan and the Enterprise Competitiveness and Innovation Program.

This became clear at a briefing by Acting Minister of Innovation and Growth Alexander Pulev in the city of Silistra, in which the director of the Razgrad Regional Administration Directorate Svetlin Simeonov, the manager of the Regional Information Center in Razgrad Yulian Danailov and the head of the “Strategic Planning and Projects” Department in the Razgrad Municipality Hristina Ruseva took part.

The working meeting – discussion on the topic “Opportunities of business to apply for projects under the Recovery and Sustainability Plan and under the structural funds of the European Union” was held on September 10 in the meeting hall of the Silistra District Administration, and representatives of local and regional authorities, employer and branch organizations and media from the regions in the North-East Bulgaria – Silistra, Dobrich, Shumen, Ruse and Razgrad.

Minister Pulev said that his ministry has introduced a new proactive approach to be close to businesses by organizing mobile receptions in the country.

He emphasized that the state continues to work at full speed and in full synchronization to give a breath of fresh air to the most vulnerable segment of the Bulgarian economy – micro, small and medium-sized enterprises. The main priority of the ministry is to help businesses in conditions of global crises – inflation and energy crisis, with the tools of the Recovery and Sustainability Plan and European funds.

Pulev pointed out that there is a lot of speculation about the Recovery and Resilience Plan, but it is open and working. “The Ministry of Innovation and Growth has BGN 5 million per day for projects of micro, small and medium-sized enterprises until the end of the year,” said the minister.

Velina Popova, Head of Department “Programswound” in the General Directorate “European Funds for Competitiveness” presented the upcoming until the end of the year and the procedures planned for 2023 under the Recovery and Sustainability Plan and the EU structural funds. Most of them are aimed at micro, small and medium enterprises. Measures are also planned for large enterprises.

Currently, project proposals are being accepted under the first for Bulgaria procedure from the Recovery and Sustainability Plan – “Technological Modernization” with a total budget of BGN 260 million. The application deadline is September 21, 2022.

By the end of the year, three more procedures will be opened for the provision of grants under the Recovery and Sustainability Plan – for cyber security and ICT solutions in the amount of BGN 30.6 million, for the construction of RES for own energy production in the amount of BGN 200 million and for development activities and intellectual property with a total budget of BGN 120 million.

In line with the structural funds of the European Union Pulev announced that from next year the Ministry of Innovation and Growth will have BGN 7 billion to support micro, small and medium, large, research centers, innovation and high-tech companies.

Two of programsthose with a total value of BGN 5 billion are almost completed and in the process of being approved by the European Commission. One of them – the “Competitiveness and Innovations in Enterprises” Program 2021-2027 with a budget of around BGN 3 billion has already been sent to Brussels for approval. The second – “Program for scientific research, innovation and digitization for intelligent transformation” with a budget of BGN 2.14 billion, is to be sent for approval by September 23.

The main priorities of the “Competitiveness and Innovations in Enterprises” Program are two – “Innovations and Growth” and “Circular Economy”. On both programs funds are provided for technological modernization, development and implementation of innovations in companies, increase in export potential, creation of new or development of existing companies with a focus on high-tech sectors of industry, protection of patents, industrial property, etc.
